Item 8BAGENDA ITEM # 8B JUNE 28, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Proposed Change Order No. 8 to Royal Palms Drainage Rehabilitation Project (PW0905) SUBMITTED BY: Rick Carper, P.E., Public Works Director ~ ~, DATE: June 21, 2010 BACKGROUND: At the July 27~', 2009 meeting, the Commission approved the award of a contract to R.B. Baker Construction, Inc. for construction of the Royal Palms Drainage Rehabilitation Project (PW0905) in the amount of $3,197,823.46 for the base bid and selected additive alternates and a contingency of 10% of the base bid. Change Order No. 8 includes several design changes to account for existing field conditions, such as substituting elliptical pipe for round to get more coverage over the new pipes, with the bulk of the change order required to add additional quantities of temporary pavement repair and concrete curb and gutter and driveway replacement. Quantities have increased because of changes to the design to avoid existing utilities. Some changes moved new storm sewer piping further into the roads requiring removal of more existing pavement and curb and gutter than was in the original bid document. Changes include a modification to move new storm sewer piping along the south side of Plaza Drive from under the sidewalk at the edge of the right of way into the roadway to avoid removal of a number of mature oak and other hardwood trees. Additionally, for uniformity, the city has authorized replacement of a number of driveways from the curb to the right of way line, rather than the smaller saw cut segment near the road called for in the plans. The project contingency amount at inception was $257,067; current contingency balance is $184,944. Change order 8 is for $136,598.61. Because this change order will significantly deplete the contingency balance for the Royal Palms project with actual construction at the 50% point, Staff recommends withdrawing approval to construct Additive Alternate K, Wahoo Drive Storm Sewer replacement, and adding the $30,003.62 price of Alt. K to the project contingency. Because of the design change on Plaza Drive, the maintenance of traffic (MOT) plan to support this piping installation will require closing one lane of traffic on Plaza Drive and detouring traffic around construction. The proposed plan is to divert most traffic to Atlantic Blvd at Sailfish Drive and Mayport Road and for local traffic to use Sailfish Drive North. Storm sewer construction on Plaza Drive is scheduled to begin in July and be completed in August. RECOMMENDATION: Authorize the City Manager to execute Change Order No. 8 to the R.B. Baker Construction contract. BUDGET: This project is funded from the Stormwater Fund, Account No. 470-0000-538-6300. The total contract price with this change order will remain $3,197,823.46, including contingency.
