BACKGROUND: This budget ordinance addresses a variety of issues as follows:
The budgets for three FDLE JAG grants for fiscal year 2010 that
were included in the General Fund budget are being moved to
separate grant funds. We originally included the grants in the
General Fund to present the total program costs in one place for all
of the various policing efforts the grant funds are restricted for.
After a monitoring visit from the grantor, it was highly
recommended that we separate the grant funds into distinctive
restricted accounts so that they could be monitored more easily and
to ensure compliance with the grant agreements. This ordinance
sets those separate funds up for each grant.
A new fund is created to account for a grant awarded for a speed
trailer funded by the Florida Department of Law Enforcement -
JAG program. This amounted to $5,205.
This ordinance also creates another grant fund for the purchase a
patrol vehicle using grant funds awarded in the previous year.
Those funds were remitted to the City for police salaries. The
expenditures were later disallowed for salary, but subsequently re-
approved for a vehicle. This ordinance creates a budget to spend
those grant funds on a vehicle with related equipment.
Another grant fund is needed to appropriate $178,000 for the
recent award of the CDBG Disaster grant obtained for the Donner
Subdivision Sewer Rehabilitation Project. This ordinance creates a
budget enabling the City to spend those funds from a separately
restricted account.
Also included is this budget ordinance are funds necessary to
install permanent lighting at the Oceanside Rotary Skateboard
Park. Donated Rotary Club funds of $12,500 will almost pay for
the entire project estimated at $15,325. The City will absorb the
balance from existing budgets.
The following budget modification has a net zero effect on fund
balances in total. The increases in expenses are all either funded
by grants or being funded with reductions to other accounts.
Not included in this ordinance is a reduction of $2,500 from the
Chamber of Commerce budget to the JTA for the Trolley service,
utilizing Convention Development Taxes. This transfer is within
the scope of the City Manager's authority. v

AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE
CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR
BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010
WHEREAS, the City Charter of the City of Atlantic Beach requires that the City
Commission approve all budgetary increases and transfers at the fund level, and
WHEREAS, the nature of budgetary systems and those day-to-day decisions affecting such
budgetary systems require adjustments from time-to-time, and
WHEREAS, the City approved acceptance of three FDLE grants, and had initially
included those grants in the General Fund budget, and
WHEREAS, the recommendation of the grantor's monitoring agent is to separately budget
those resources in special revenue funds, and
WHEREAS, the City also needs to set up budgets for two new grants, not included in the
original Annual Operating Budget, and
WHEREAS, the Rotary Club has agreed to donate funds for the installation of lights at the
Oceanside Rotary Skateboard Park.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON
