Item 7CAGENDA ITEM # 7C AUGUST 9, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: ORDINANCE NO. 20-10-105 DATE: July 28, 2010 SUBMITTED BY: Jim Hanson, Ci M BACKGROUND: The Atlantic Beach City mmission approved plans for Veterans Park and renamed the p k to "Beaches Veterans Memorial Park" at the meeting on April 12, 2010. Since then, various veterans groups have been working together to promote the improvements to the park called for in the Commission-approved plan. Funding has been obtained from Councilman Art Graham from the City of Jacksonville in the amount of $50,000 for survey work, architectural services, a flag podium, a plaza around the podium, a stage area, a walkway to the American Legion parking lot and electrical work to provide lighting for the flag. In addition to the funds from the City of Jacksonville, the VFW Post 3270 has committed $12,500 toward a flagpole with an estimated cost of $25,000. The Oceanside Rotary Club has committed the remaining $12,500 for the flagpole. The sum of the contributions should fund the total project estimate of $75,000. ATTACHMENTS: The veterans groups are tentatively planning for a ceremony unveiling the new park improvements for Veterans Day in November. To meet that schedule, the City staff needs to move ahead with the improvements now. ORDINANCE N0.20-10-105 RECOMMENDATION: Approve Ordinance No. 20-10-105 AGENDA ITEM # 7C AUGUST 9, 2010 ORDINANCE N0.20-10-105 AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day-to-day decisions affecting such budgetary systems require adjustments from time-to-time, and WHEREAS, the City proposes to construct improvements to the Beaches Veterans Memorial Park using donated funds from the Oceanside Rotary Club, the VFW Post 3270 as well as funds from the City of Jacksonville, NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that; 1. The Fiscal Year 2009/2010 Budget be amended as follows: GOVERNMENTAL CAPITAL PROJECT FUND Intergovernmental Revenues from City of Jacksonville $50,000 Donations VFW Post 3270 12,500 Donations Oceanside Rotary Club 12,500 Total Revenues $75,000 Revenues: Expenses: Parks and Recreation-Capital Outlay Improvements Other than Buildings $75,000 Fund Balance: ~0 2.
