BACKGROUND: The City Commission awarded amulti-year contract to HDR Engineering Inc., which the
Commission later assigned to J. Collins Engineering Associates, LLC (JCEA) to perform engineering services
for the Wastewater and TMDL Compliance project. Final design is nearing completion on the TMDL
Improvements to Wastewater Treatment Plant No. 1 and is completed for the Buccaneer Phase Out and Force
Main project. Bidding and construction will begin soon, and construction phase services will be needed.
This project will require on-site inspection plus review and approval of numerous mechanical, electrical, civil
and structural shop drawing submittals, contractor requests for information (RFIs), change orders, pay request
certifications, as-builts and other items. In addition, start-up assistance and training will be critical for the plant
operators to fully understand the more complex new process and how to operate and maintain the new
equipment for maximum efficiency.
Staff requested a proposal for Change Order No. 4 -Construction Administration Services for this project.
JCEA has provided proposals for the above construction phase services comprised of four tasks, with two
options for Task 2 -Resident Observation.
Note that JCEA significantly reduced their profit and overhead for Task No. 2 -Construction Observation.

BUDGET: A total of $3,492,092 is available for the TMDL project in the Sewer Fund under account
number 410-5506-535-6300. Funds for Task Nos. 1 through 4 will not be encumbered until a construction
contract is awarded for that task.
RECOMMENDATION: Accept the proposal from J. Collins Engineering Associates, LLC to provide
construction phase and start-up services for the Wastewater and TMDL Compliance Project in the amount of
$457,544, and authorize the City Manager to sign Change Order No. 4.

This Change Order pertains to an Agreement by and between City of Atlantic Beach , ("OWNER"), and
HDR Engineering, Inc. ("HDR"), dated March 23~d, 2009, ("Task Order No 5")which was assigned to 1.
Collins Engineering Associates, LLC. (JCEA) on October 19, 2009. JCEA shall perform services on the
project described below as provided herein and in the Agreement. This Change Order shall not be
binding until it has been properly executed by both OWNER and JCEA. Upon execution, this Change
Order shall supplement Task Orders No. 4 & 5 as it pertains to the project described below.
PROJECT NAME: City of Atlantic Beach -TMDL Improvements to WWTP#1 & Buccaneer Phase Out &
Force Main, JCEA Project Number 09-105
PART 1.0 PROJECT PURPOSE: The original scope of work for Task 4 &5 was for permitting, design
and bidding services. Construction Administration Services were proposed to be added to the scope of
work when the projects were near bid time. The two projects (TO# 5 -WWTP#1 TMDL Improvements
and TO#4 -Buccaneer Phase Out & Force Main Construction) are nearing time for bidding for
contractors. This Change Order is for Construction Administration Services for both the WWTP#1 TMDL
Improvements and Buccaneer Phase Out & Force Main Construction.
Part 2.0 SCOPE OF SERVICES: The scope of services includes:
1. Construction Administration Services :These services and fees were referenced but not
included in the original HDR scope of work. The Construction Administration Phase Services
include the following Tasks:

Services provided by Engineer include:
Representation of Owner in all project meetings and other field matters relating to the
construction of the project.
Attend Preconstruction conference
Review and process Shop Drawings and O&M Manuals
Review and process Pay requests
Conduct periodic site visits to review the work progress
Answer Contractor or Owner questions
Review Change Order requests and prepare Change Order(s) as required

Conduct Pre-Final and Final inspections and generate punch lists
Review As-built drawings and prepare CADD Record Drawings
Develop FDEP Compliant Overall O&M Summary Manual Based on Equipment 0& M
Manuals provided by Equipment Vendors
Certify project completion to FDEP
3. Task 2 -Additional Construction Services -Construction Observation -WWTP#1 TMDL
Improvements: Provide onsite construction observation services on a full time basis during the
construction phase (projected to be one year). The WWTP is anticipated to be bid
approximately 2-3 months after the Buccaneer WWTP Phase out & Force Main project is bid.
The Construction Observer will also provide observation services on the remaining portion of
the pipeline work.
4. Task 3 -Post Construction Startup Services -WWTP#1 TMDL Improvements: The current
WWTP#1 is a secondary treatment process that will be upgraded to a more advanced treatment
process that includes nutrient removal and filtration. After the WWTP#1 Improvements are
completed and accepted by the Owner, the current WWTP operators will be provided startup
services by not only the equipment suppliers but also the JCEA process design/operations
engineers. The FDEP TMDL Compliance Schedule requires that the WWTP be in "an operational
status". This training will assist the operators in operating the plant efficiently and effectively to
meet the more stringent effluent limits.
5. Task 4 -Construction Administration (CA) Basic Services -Buccaneer WWTP Phase Out & Force
Main: Services provided by Engineer include:

PART 3.0 JCEA's COMPENSATION FOR SERVICES:
1. Compensation for Basic and Additional Services: Compensation for the services outlined
above (Items 2-5) and further shown in Attachment "A" shall be lump sum in the amount of
$457,554. The breakdown is $162,835 for Task 1(CA Basic Services -WWTP#1); $159,801 for
Task 2 (Observer Services -WWTP#1); $38,774 for Task 3 (Post Construction Startup & Training
Services -WWTP#1) and $96,144 for Task 4 (CA Basic Services for Buccaneer WWTP Phase Out &
Force Main).
