Item 3A AGENDA ITEM # 3A AUGUST 23, 2010 August 16, 2010 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hanson City Manager SUBJECT: Follow -up Report Decorative Lifeguard Chairs for Town Center; The Town Center Agency has requested that the City of Atlantic Beach approve and manage a project to upgrade the holiday decorations in the Town Center area which would include the installation of six decorative lifeguard chairs. The revenues and expenses for this project are included in a proposed budget amendment which is on the agenda for a second reading and approval at the city commission meeting on August 23` When the ordinance was considered at first reading, Commissioners expressed a concern over the safety of the proposed lifeguard chair decorations and potential liability to the City for people climbing on them. PRI Productions, the company which will construct and install the lifeguard chairs, has forwarded a photo of a similar lifeguard chair constructed for the recent Donna Deegan marathon. They are proposing to construct a shorter chair that would be more to scale with other decorations. The seat height on these would be approximately five and a half to six feet high. They also propose to modify the design of the lifeguard chairs to leave out any horizontal supports which would impede climbing and also to add rails on the side that "pinch in ", reducing the potential seating area. These decorative lifeguard chairs will be securely strapped to adjacent trees so that they will not be easily tipped over. Last, the Police Department will be involved during the installation of these and other holiday decorations to ensure that they don't limit traffic visibility. Attached are copies of pictures of the lifeguard chair used for the marathon as well as the layout for new holiday decorations in the Town Center area. Advertisement for Kayak Rentals at Dutton Island; At a recent city commission meeting, someone asked whether it was possible to have "kayak rentals" added to the brown directional sign to the Dutton Island Preserve that is located on Mayport Road. Rick Carper checked with the FDOT and found that while the term "kayak rentals" cannot be put on the sign, a kayak symbol can be added. Staff has ordered a new sign with the kayak symbol and will put it up as soon as it is delivered.
