AGENDA ITEM: Uniform Rental and Cleaning for City Employees

BACKGROUND: In accordance with the Northeast Florida Public Employees' Local 630
Agreement, the City is required to furnish and clean uniforms for bargaining unit
employees required to wear uniforms.
The current contract with Unifirst Corporation expired on July 31, 2010. Bid
number 0910 -10 was opened on June 30, 2010, with three bidders: Aramark Uniform
Services, Cintas Corporation and UniFirst Corporation.
Bid terms called for the contract to be awarded to the firm with the lowest average
unit price. The average unit prices calculated to be Aramark at $6.67, Cintas at $8.07,
and Unifirst at $9.19. However, Staff review of the total cost to the city for the first year
yields $11,301.20 for Aramark, $10,589.08 for Cintas and $8,017.24 for Unifirst, because
of different costs for preparation including nametags and City logo. Based on the cost
differences, Staff proposes to rebid this contract changing the award criteria to specify
least annual cost to the City.
Because the total cost to the city is less than $25,000 per year, Staff intent is to
use a formal quote process rather than a bid for the new contract.
RECOMMENDATION: Staff recommends the Commission reject all bids. UniFirst
Corporation has agreed to provide additional service on a monthly basis to allow time for
the City to conduct the new award process.
BUDGET: Uniform Rental and Cleaning is budgeted in the 4400 accounts of several
departments /divisions: Streets and Maintenance, Stormwater, Parks, Water Production,
Sewer Treatment, Water Distribution, Sewer Collection, and Finance.
