Item 8H AGENDA ITEM # 8H AUGUST 23, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Proposed Change Order No. 10 to Royal Palms Drainage Rehabilitation Project (PW0905) SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: August 16, 2010 BACKGROUND: At the July 27 2009 meeting, the Commission approved the award of a contract to R.B. Baker Construction, Inc. for construction of the Royal Palms Drainage Rehabilitation Project (PW0905) in the amount of $3,197,823.46 for the base bid and selected additive alternates and a contingency of 10% of the base bid. Change Order No. 10 includes several design changes to account for existing field conditions, such as, with the bulk of the change order required to add additional site preparation funds for removal of asphalt, curb and gutter and driveway concrete beyond that covered in the Bid documents. Quantities have increased because of changes to the design to avoid existing utilities. Some changes moved new storm sewer piping further into the roads requiring removal of more existing pavement and curb and gutter than was in the original bid document. Changes include a modification to move new storm sewer piping along the south side of Plaza Drive from under the sidewalk at the edge of the right of way into the roadway to avoid removal of a number of mature oak and other hardwood trees. Additionally, for uniformity, the city has authorized replacement of a number of driveways from the curb to the right of way line, rather than the smaller saw cut segment near the road called for in the plans. The project contingency amount at inception was $257,067; current contingency balance is $76,820. Change order 10 is for $45,248. Because this change order will significantly deplete the contingency balance for the Royal Palms project with actual construction at the 70% point, Change order #10 includes deletion of the storm sewer replacement on Cutlass Drive from the project and leaving the $16,076 in the project contingency. The existing storm sewer on Cutlass is in the grassed portion of the right of way, allowing for replacement in the future without closing Cutlass Drive. The corrugated metal pipe in this segment is in fair condition (Project Engineer's assessment). As discussed in the August 5 Budget Workshop, staff recommends allocating a portion of the new Fiscal Year's Gas Tax Resurfacing budget (total budget - $203,000) to the Royal Palms Project, to allow construction of Additive Alternate G2, additional resurfacing in Royal Palms (Redfin Drive, remainder of Bonita Road and sections of Plaza Drive) for $83,640. This addition will result in all streets in the subdivision with a 2009 Overall Condition Index of less than 60 being resurfaced at project completion. AGENDA ITEM # 8H AUGUST 23, 2010 RECOMMENDATION: Authorize the City Manager to execute Change Order No. 10 to the R.B. Baker Construction contract. BUDGET: This project is funded from the Stormwater Fund, Account No. 470 - 0000 - 538 -6300. The total contract price with this change order will increase $83,639.80 to $3,281,463.26, including contingency.
