Dear Mr. Frazier:
The purpose of this letter is to confirm our conversation of yesterday afternoon. As I explained, the
City of Atlantic Beach does not directly regulate street performers /musicians, but a number of
provisions of City Code do apply to any person conducting such activity. You must remain in
compliance with each of the following.
• Amplified music is not permitted.
• Your activity or the gathering of persons stopping to listen to you cannot obstruct use or free
passage of any public sidewalk.
• Your activity cannot create any kind of traffic hazard.
• Your activity cannot create noise or sound at a level that creates a public disturbance or
violates the City's noise ordinance.
• You should also take care to obtain the permission of any business that you perform in front
of, and you must remain a reasonable distance from business entrances so as not to interfere
with or disturb their customers.
As long as you remain in compliance with the above, the City has no objection to what you have
described as low -key acoustical guitar playing and singing in public areas. Also, be mindful that the
area of Town Center south of Atlantic Boulevard is the City of Neptune Beach, and I cannot speak for
what policies or regulations Neptune Beach has in place.
