Item 8D AGENDA ITEM # 8D SEPTEMBER 13, 2010 STAFF REPORT City of Atlantic Beach Commission Meeting AGENDA ITEM: Authorization for Pre - Disaster Mitigation Grant Application DATE: August 19, 2010 SUBMITTED BY: David E. Thompson, Asst. City Manager BACKGROUND: The purpose of this report is to seek authorization from the City Commission to submit a grant application for Pre - Disaster Mitigation (PDM) Funding. This application will be limited to the upgrades above the standard building code requirements that are necessary to protect the Emergency Operations Center and Police Department Building in the event of a hazardous event. FEMA provides Hazard Mitigation Assistance through several programs. One such program is the PDM Program which is designed to assist governments and local communities "to implement a sustained pre- disaster natural hazard mitigation program to reduce the overall risk to the population and structures from future hazard events." One way of accomplishing this goal is to build or retrofit critical facilities to a level exceeding the standard building code so that the facilities will withstand hazardous conditions. The emergency operations center and police building currently being designed is clearly a critical facility for emergency operations before, during, and after a hazardous event. Although there are other types of hazardous events that are possible, a tropical cyclone event (Hurricane or Tropical Storm) is one of the highest probabilities. The new facility will act as the local emergency operations center for the City of Atlantic Beach in preparation for hazardous events. It will also be the emergency operations center for recovery operations after a hazardous event. For this facility to be functional and safe for emergency operations after a storm, it is imperative for the building to be structurally sound while providing emergency power to support this base of operations for emergency communications and responses. This will require enhanced design and protective "hardening" to protect the facility, equipment, and personnel at that location. This project is listed in the present Local Mitigation Strategy Plan for Duval County. A Notice of Intent was filed with the State, and the project was approved for application. The next step will be to submit a grant application online through the electronic grants system. To do so, I will need for the City Commission to authorize me to sign the application and any subsequent paperwork required for the application and administration of the grant. AGENDA ITEM # 8D SEPTEMBER 13, 2010 I have worked with Architect Design Group to provide an estimated budget for the upgrades, and the total costs for the upgrades are estimated at $349,100. The grant application will go through an evaluation process, and FEMA will ultimately make a decision relative to funding it. BUDGET: If approved, the City will be required to match the PDM funding at a rate of 25 %. Based on the total of $349,100, the City's share will be $87,275. RECOMMENDATIONS: To authorize the Asst. City Manager to submit an application for Pre - Disaster Mitigation Funding for the Emergency Operations Center and Police Building, including authorization to sign the application and subsequent documents related to this project. N/A Project Name: Atlantic Beach Emergency Operations Center and Police Department Project Type: Code Plus /Above Code Construction (Wind, Drainage, etc,) Scope of Work: The City of Atlantic Beach is in the process of desianina and constructing an emergency operations center and police department. This building will be the center of operations and communications for planning and responding to large scale hazards /emergencies before, during, and after such events. Due to the nature of emergency operations and the unique characteristics of a police building, combining these functions in the same building is the best wav to maximize the cost effectiveness of this project. Designing and constructing a facility to house these functions requires increased "hardening" of the building above the existing building code. This will include maximizing the elevation of the site, increasing the thickness of concrete, utilizing heavy gauge steel columns and framework, providing a roofing system to withstand high winds and airbourne debris, installing impact rated doors and windows, adding protection for windows, and providing emergency power capable of operating critical equipment for emergency operations.
