AGENDA ITEM: Authorization to Apply for Florida Recreation Development Assistance
Program (FRDAP) Grant

BACKGROUND: The submission period for applying for funding through FRDAP for the
2011 -12 fiscal year is from September 15 to September 30, 2010. The purpose of this staff report
is to seek authorization for the Mayor to sign the application and any subsequent paperwork for
this grant, and to authorize the Asst. City Manager to submit an application not to exceed
$150,000. At this funding level, a 25% match will be required from the City.
Historically, FRDAP has provided funding for many programs throughout the state to assist
communities in developing and providing outdoor recreation facilities. However, over the past
several years, the funding in the state budget has been reduced to very low levels, and the number
of projects funded last year amounted to a total of two (2) projects out of more than two hundred
(200) applications. For this reason, the probability of acquiring funding appears to be very low.
However, there is no way to know how much money is going to be funded for 2011 -12, or how
many projects will be funded. The only guaranty is that if we do not apply, we will not get
funding.
Specifically, the plans for Beaches Veteran's Memorial Park include a number of recreation
features including a playground, pavilions, grills, picnic tables, and more. Additionally, staff
would like to make the park handicapped accessible, which will require some parking, sidewalks,
and similar features for access. Presently, 110 funding source has been identified to pay for these
amenities.
With authorization from the City Commission, an application will be submitted to seek funding
for the recreational amenities proposed for the development of the Beaches Veteran's Memorial
Park.
BUDGET: This will have no impact on the 2010 -11 budget. If an application is approved by
FRDAP, then the matching funding will be requested in the 2011 -12 budget. Convention
Development Tax is a legitimate source of funding to match the proposed grant.
RECOMMENDATIONS: To authorize staff to prepare and submit an application for FRDAP
funding for fiscal year 2011 -12, and to authorize the Mayor to sign the application and all
subsequent paperwork related to this grant.
