This is to advise that before your final request for payment can be processed the following
information items needs to be addressed:
1. As discussed, the plans call for stainless steel nails on the canoe launch and galvanized
were installed. It was indicated that because of the number of nails that needs to be
replaced, the City would receive a$300 credit.
2. At the time of walk through, the interpretive signage stand at the canoe launch could
not be located.
3. According to Dennis Syrja, Dames and Moore as built plans needs to be submitted.
4. Proposals/letter indicating all changes(Ex. Changed the direction of the restroom
building. Flip flop the entrance to the boardwalk.).
5. Remove the spruce blocks under the observation pavilion.
As soon as the above items are addressed, the final payment will be processed. Should you have

As Discussed in our preconstruction meeting ABBA would like to Replace the Specified Cedar Shake
roofing, With a Fifty Year, 120mph Warranted Metal Roofing System. The Roof System is a Decra
Roofing System. This roofing system is manufactured in a variety of styles, what ABBA is Proposing is
the Decra Shake.
ABBA can supply and install this roofing system at no extra cost than what the Cedar Shakes would
cost. The City would receive a better product and would have virtually no maintenance in the future
with the Decra roof as compared to the Specified Cedar roof which will discolor and break in the future.

Description of Work:
ABBA is concerned about the number of bolts and the size of the bolts that are specifed on this
project. ABBA is also concerned about the spacing of the 6' and 8' Boardwalks.
1. ABBA is proposing that we adjust the width of the pile form Wand 8' inside demension to Wand
8' on center dimension, this change will allow the decks to be actual 6' and 8' boardwalks, it will
also cut down on costly waste.
2. ABBA is also concerned about putting four 5/8" bolts in a 6" Diameter Post. Installing that
many bolts of that size will seriously deplete the integrity of the piles as well as opening them up to
atmospheric drying and deterioration. What ABBA is proposing would be to use Two 3/8" bolts
skirted by16d HDG nails.
3. ABBA would also like to propose the change of two 3/8" bolts on the center joists to one 3/8"
bolt skirted by four HDG 16d nails.
ABBA is certain it can reduce the end cost of this project if the City and the Engineer can accept
our proposals. The end result being a possible credit to the City on the final bill.
Owner/Buyer agrees to pay Contractor for all labor,tnaterial and services to be furnished by Contractor to Owner/Buyer,under the terms of this Contract.

Preconstruction Meeting for the Construction of the Tresca Property
The meeting was held in the Adele Grage Community Center Theater at 2PM. Present were: City
of Atlantic Beach Employees Timmy Johnson, Phil Nodine, George Worley, Don Ford, Vic
Gualillo, Dennis Syrja (Dames& Moore), Mack Reifers and Brian Collins from ABBA
Construction.
Timmy informed the Contractor that they must pull a permit. Don Ford added that there is no
cost for the permit and that the subcontractors need to pull their own permits (Contractor will
inform them).
Timmy informed the Contractor that the property was purchased by grant funds and the
construction is being partially paid for by grant funds;therefore, there are certain rules to follow
and things to do. We must put up a FIND sign at the end of the project.
The Contractor will provide a draw and project schedule to be attached to the contract. He will
also submit a memo on the mobilization.
A copy of the project schedule will be faxed to Dennis.
The City will issue a notice to proceed after receipt of the draw schedule.
Don will provide the Contractor with a notice of commencement form to submit to the county.
The Contractor was informed not to park or drive vehicles in wetlands areas. The Contractor will
close the road and will notify the City, two weeks in advance.
The point of contact is Timmy Johnson.
The City will provide a copy of the permits to the Contractor.
Contractor will provide a monthly report.
The Contractor must complete a pollution control form. Dennis will assist with this.
The City will perform a bacteriological test and the test will be sent to Dennis.
If the Contractor can find ways to reduce cost, he will submit them to the City.
Dames and Moore will visit the site twice a month and one of the meetings will be a progress
meeting.
The Contractor will deliver all bonds tomorrow.

Dear Sir:
The Certificate of Occupancy for Tide Views Park was issued on January 7, 2000
based on the final walk through on January 6, 2000.
There were several items that need to be corrected as soon as possible. These items
are as follows:
1. Replace fan in both bathrooms;
2. Install light bulb in men's room;
3. Clean up construction debris throughout;

Walk Through Inspection of 11-3-99
Dear Sir:
The following is a list of items cited during our walk through of the Tresca Park
Project on November 3, 1999.
Please have these items corrected as soon as possible and contact the Building
Department for a follow-up inspection.
1. All outside covers on rails should have the same trim detail.
2. Piles have been split by bolts.
3. Handrails should be cut smooth at all jambs.
4. Bolts too close to the tops or sides of pilings causing pilings to split.
5. Signs not in place.
6. Nails need to be added at decking.
7. Nuts on bolts are not tight.
8. Angles at joists should be angle cuts, not square cuts.
9. Some joists have split at the bolts.
10. Corner angles should be consistent throughout project.
11. Specs. Call for all stainless steel nails - galvanized not allowed.
12. Some nuts missing on bolts.
13. Repair/replace some deck boards.
14. Remove nails at handrails - left sticking out.
15. Replace galvanized nails in decking.
This is a partial list. A complete list will be supplied at the completion of the project.

Dear Brian:
This letter is in response to your letter dated January 5, 2000 requesting the status of the change
order proposal dated November 9, 1999 for $10,867.53. On November 22, 1999, I informed you
that your request for a ten day extension was approved, but the cost extension was denied. In
your proposal you stated that you had to make several trips for the purchase of lumber to frame
the building, lumber for siding, nails, bolts, nuts and fastening brackets. This is something that
should be taken up with the manufacturer (RCP Shelters). I spoke with Bob Ritter from RCP
Shelters on November 10, 1999, he informed me that ABBA would be reimbursed.
Attached is a copy of the proposal and should you have any questions please call me.

ABBA Consbuction is requesting a tune extension for the erection of the Prefabricated Restroom Building.
ABBA is also requesting an increase in the cost of this building. ARBA bid this building as it was indicated
in the specs, as a Prefabricated Building. If ABBA was informed that the building was coming as just a
material breakdown the cost for construction would have been considerably higher. We were under the
tinderstanding that this building was corning as a complete package as well. ABBA has had to slake several
trips for lumber to frame this building, lumber for siding, nails, bolts and nuts as well as fastening brackets.
This all takes time and money to retrieve. If the Building were shipped as indicated as a Prefabricated
building then all of these trips would not have been necessary.
