The ad-joining property owners had. been notified of the matter and were invited to attend the meeting and were given an opportunity to express their wishes. Mr. Charles Sharon, 820 West 14th Street, inquired whether any adjustment would be made in assessments to property owners in areas where the trees had been removed and the unsuitable fill material had mare it impossible to pave the streets. The Mayor explained that the engineers- were not aware of the existence of the fill material until the work was under way. The City Manager was asked to place the matter on the agenda bor the next meeting so it could be discussed in depth. Jane Scanlon, 630 Jasmine Street asked for clarification as to what areas of Jasmine Street would not be paved and Mr. Buckman explained Jasmine Street would be paved with the exception of the area south of 14th street to the cul-de-sac. Camelia Street would also be unpaved south of 14th Street. Pam Lewis, 780 Jasmine Street, said she favored removing the trees where necessary so the paving could be completed. The project also called for a water main extension along Gavagan Road from Mayport Elementary School to the intersection with Old Mayport Road. Mr. McNally said this had been budgeted in the current fiscal year and he would like to move ahead with the project. He said the Gavagan Road water main extension could be completed by city staff but he recommended contracting out the work ..—.on Mayport Road. PAGE THREE V V MINUTES NAME OF JANUARY 22, 1990 COMMS. Mr. Eakin said he would have the appropriate document prepared. A. Di•scussietin and related actiOn to trees in Sectic7n H Darn Ruckman of Bessent, Hammack & Ruckman indicated an a map an area on West Ninth Street between Jasmine and Camelia where several large trees were located in the right-of-way. He said -it would be their reecamendation that no improvements be made in this area and that the street be left unpaved and allow the trees to xemain. However, ,—,be said to provide the services to the property owners on Jasmine Street and honor the rules of the St. Johns River Water Management District regarding drainage, it was their recawandation the trees on Jasmine should be removed. He said, even if the trees were left, he could not guarantee that they would survive since many of the roots wouldhave to be cut to lay the water and sewer.pipes. In the event the city decided to leave this portion of Jasmine unpaved, he felt at a later date the residents would petition the .city for paving. Mayor Gulliford recommended contacting the residents on Jasmine Street.and advise them of the options available to the city and also invite them to attend the next coam cession meeting at which time a final decision on the matter would be made. However,. he said whether or not the city decided to hold off on paving and drainage, he asked that they be allowed to proceed with the water and sewer service in that area. The motion carried unanimously. Mr. Rucbman further explained the engineers had discovered some unsuitable material in the area of Jasmine and Camelia Streets in the vicinity vd-ere the stormwater detention pond was planned. He said it was his opinion removal of this material would be cost prohibitive and it was his recommendation the plans should be ' -iodi.fied to delete . paving and drainage on Jasmine and Camelia Streetssouth of West Fourteenth Street and reroute water and sewer service to provide service to the existing homes on Jamune .and DEPARTMENT OF PUBLIC WORKS tl 1200 SANDPIPER LANE ATLANTIC BEACH,FLORIDA 32233-4318 TELEPHONE:(904)247-5834 FAX: (904)247-5843 S SUNCOM: 852-5834 http://ci.atlantic-beach.fl.us PLAN REVIEW COMMENTS FROM THE PUBLIC WORKS DEPARTMENT Permit Application # 6g,"7 ZQ Applicant: 0 4 pt C-Z-05-0 Loc:y 01 Address: S Cv o bEGqOV,. 14k Project: i ►JCzQct-1 1(_u E5 i T" ❑' Your application is approved as noted by the Public Works Department.
