BACKGROUND: The annual contract for Landscape Maintenance of Atlantic Blvd.
Medians, Mayport Road Medians & Flyover areas, and Town Center, Hopkins Creek
Ponds, City Parks & Common Areas will expire on September 30, 2010. Staff has
contacted Tom Rowland Jr., President of R &D Landscape & Irrigation, Inc. about
renewing the contract for another year at a reduced rate. Mr. Rowland has agreed to
lower the yearly cost by $4,553.04, a savings of over 3.6% of the current contract.
The City has the option of extending the current contract for two (2) one (1) year
periods. This proposed extension would be the first. R &D's performance and
responsiveness in the first year of this contract has been exceptional.
The City of Jacksonville is waiting for Atlantic Beach to extend the contract so
that they could continue piggyback for R & D Landscape to maintain the 11 medians on
Mayport Road that are within COJ limits to ensure the entire corridor is maintained to the
same standard.
BUDGET: For FY 10 -11, funds are budgeted as follows:
001 - 5002 -541 -3400 -- $27,945.00
001- 5002 -541 -3402 -- $14,604.00
001 - 5001 -541 -3403 -- $17,864.00
001- 6020 -572 -3400 -- $66.000.00
$126,413.00
RECOMMENDATION: Extend the contract with R & D Landscape & Irrigation for one
year at the rate of $58,140.00 for Streets and $63,492.00 for Parks for a total cost of
$121,632.

Re: Price decrease for new bid for maintenance
Phil, we went through the numbers and have come up with a charge of $5,291.00 a month for the Parks and $4,845.00 for
the Streets for a total of $10,136.00 a month, this is a savings of $379.42 a month or a savings of $4,553.04 a year. Please
let us know if there is a form you would like our bid on.
