Item 6A AGENDA ITEM # 6A SEPTEMBER 27, 2010 RESOLUTION NO. 10 -13 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA RESCINDING ALL PREVIOUS LEGISLATION REGARDING THE ATLANTIC BEACH TEEN COUNCIL AND CREATING A NEW TEEN COUNCIL; PROVIDING FOR QUALIFICATION; SPECIFYING PURPOSE AND DUTIES; AND FOR PROVIDING AN EFFECTIVE DATE WHEREAS, on March 27, 2000 the City Commission adopted Resolution 00 -07 creating a Teen Council and that Resolution was amended on July 8, 2002 through Resolution 02 -14 to require that the Teen Council operate under the auspices of the newly created Cultural Arts and Recreation Advisory Committee, and further amended on June 23, 2003 through Resolution 03-05 to change the terms of officers, and WHEREAS, the Teen Council has been inactive because of a vacancy in the position of Adult Advisor and for other reasons, and WHEREAS, the City Commission desires to reestablish the Teen Council by appointing a new Adult Advisor and setting forth a new statement of purpose and duties of the Teen Council, and WHEREAS, all of these steps are best consolidated in a single, new enabling Resolution. NOW, THEREFORE, BE IT RESOLVED, by the City Commission, City of Atlantic Beach as follows; Section 1. All previous legislation providing for the creation and conduct of the Atlantic Beach Teen Council is hereby rescinded. Section 2. Creation, Composition and Qualifications There is hereby created and established an Atlantic Beach Teen Council (Council) composed of teenage members, all of which shall be at least thirteen (13) and no more than nineteen (19) years of age, residents of Atlantic Beach, and shall serve without compensation. Membership on this Council will not be limited to a certain number and will be comprised of teenagers wishing to participate. Membership on the Council shall reflect a diversity of different geographic areas of Atlantic Beach as well as race and gender. Section 3. Purpose The Council is created to achieve two purposes. The first is to provide an opportunity for members to learn how to plan, organize, promote and put on positive events for teenage residents of Atlantic Beach. The second purpose is to provide a series of programs, events, exhibits and projects for teenage residents in Atlantic Beach that are positive, community building and fun. Section 4. Adult Advisor An Adult Advisor to the Teen Council shall be appointed by the City Commission and shall serve as the primary Adult Advisor. Additional Adult Advisors may volunteer to work with the Teen council under the supervision of the primary Advisor, and at least one Adult Advisor must be in attendance at all meetings. The primary Adult Advisor appointed by the City Commission must possess the leadership, initiative and vision to establish and expand a broad and diverse base membership, to effectively plan appropriate public events including identifying events, working with various members of the city staff and the public, delegating tasks, establishing and complying with an annual budget, meeting deadlines and resolving problems. The Advisor should be able to communicate and demonstrate tasks and skills to teens so that they are able to learn and perform important tasks while working in a team oriented environment. The Advisor should be able to deal effectively with people from different backgrounds and cultures. AGENDA ITEM # 6A SEPTEMBER 27, 2010 Section 5. Duties The duties of the Teen Council shall include proposing, planning, promoting and putting on various programs, exhibits and projects for the teenage residents of Atlantic Beach. The Teen Council shall prepare and submit any necessary funding requests in writing to the Cultural Arts and Recreation Advisory Committee who shall in turn review and, after due consideration, recommend funding as they think appropriate to the Atlantic Beach City Commission. The Teen Council will shall submit monthly reports to the Cultural Arts and Recreation Committee. While advisory assistance may be available from City staff members to help in planning for various activities and events, it will be the responsibility of the Teen Council members themselves to plan, promote and put on the Teen Council events. The Teen Council will be authorized to recommend and organize fundraising activities, seek grant applications, and pursue other funding sources as approved by the City Manager. Section 6. Organization and Officers The Teen Council shall have the authority to organize themselves and appoint a Chairman, Vice Chairman, and any other officers they deem advisable. The Teen Council may draft rules to govern the conduct of their business, which shall be approved by the Cultural Arts and Recreation Advisory Committee. Section 7. Liability to the City The City Commission shall consider recommendations for funding of Teen Council activities after recommendation from the Cultural Arts and Recreation Advisory Committee. Nothing in this Resolution or otherwise shall be construed as authorizing or empowering the Teen Council to impose any liability of any nature, financial or otherwise, upon the City, without prior city approval. Section 8. Sunset Provision This Resolution will remain in effect for a period of one year after its final adoption by the City Commission at such time the Atlantic Beach Teen Council shall cease to exist unless an affirmative action by the City Commission is taken to extend and /or otherwise amend the provisions of this Resolution. Section 9. This Resolution shall take effect immediately upon final passage and adoption. ADOPTED by the City Commission of the City of Atlantic Beach this day of , 2010.
