MINUTES
Board Member Review Committee Meeting
September 9, 2010
Call to order
The meeting was called to order by Mayor Pro Tem John Fletcher at 5:03 pm. Those in attendance
were Mayor Pro Tem John Fletcher (Chairman), City Manager Jim Hanson, Member Glen Fisher,
Member Jim Smith, Recreation Programs and Special Director Timmy Johnson and City Clerk
Donna Bartle.
1. Approval of the minutes of the BMRC meeting of August 16, 2010.
Motion: Approve minutes of the Board Member Review Committee meeting of August 16,
2010.
Moved by Fisher, seconded by Smith
Motion carried unanimously
2. Update on Teen Council
Mr. Hanson explained the history of the Teen Council. He expressed the importance of having a
Teen Council Advisor who could get teens interested and attract a diverse group. Discussion
ensued. Mr. Johnson reported what other cities have done. Mr. Hanson recommended that a new
enabling resolution for the Teen Council and Advisor be adopted by the City Commission.
The Committee discussed whether we could consider an applicant that did not live in Atlantic
Beach. Mr. Hanson explained the research he did indicated that there has not been a residency
requirement for the Teen Council Advisor.
3. Interview candidates (listed below) that are interested in serving as Teen Council
Advisor and make a recommendation.
*New candidates:
A. Lisa Kamm
B. Lizzie Byrnes
The Committee interviewed Ms. Kamm. The purpose of the interview and an overview of the
duties and responsibilities of the Teen Council and Teen Council Advisory were explained. Ms.
Kamm explained her personal accomplishments, goals and interests in the community. The
Committee offered her the opportunity to ask questions and the Committee responded to those
questions.
Ms. Byrnes was not present for her interview.
The Committee discussed the candidates and made the following recommendation to fill the
vacancy of the Teen Council Advisor.

Motion: Recommend appointing Lisa Kamm pursuant to old /existing enabling resolution.
Moved by Smith, seconded by Fisher
Motion carried unanimously
4. Discussion on the Cultural Arts & Recreation Advisory Committee (CARAC)
recommendation regarding membership.
Mr. Johnson reported that the Cultural Arts & Recreation Advisory Committee (CARAC)
recommended that all members be regular members and not have the Teen Council member or
Teen Council Advisor be a member of the CARAC.
The Committee concurred and explained it's a mute point since the applicant being recommended
for Teen Council Advisor is not a citizen of Atlantic Beach and the requirement for CARAC
membership requires residency within the City.
5. Other Business
A. Set agenda for next meeting
The Committee decided to set the next two meetings for October 14, 2010 and November 10, 2010
at 5:00 pm. Membership for the Cultural Arts and Recreation Advisory Committee will be
addressed in October and membership for the Community Development Board will be addressed
in November.

There being no other business, the meeting adjourned at 5:57 pm.

I have been a middle/high school teacher for nine years, so I have extensive experience
working with teenagers and their parents.
I am also a Field Training Officer for the Citizens on Patrol unit at the Jacksonville Beach
Police Department. In this position I am required to work with others in the development
and implementation of training plans.
Please provide a brief explanation of your interest or any special qualifications you
have in this field and your reasons for wishing to be appointed to this
board/committee.
I have a B.A. in Education from UNF. In addition, I started a private middle/high school)
four years ago in Jacksonville Beach. As the co- owner /director of The Noble School I
have a vested interest in providing special and extra- curricular community experience for
the teenagers in our area.
