On March 27, 1995 I wrote to your offices asking that any tax bills on the above
mentioned property be sent to me immediately. I have to this date received nothing, not
even an advisory regarding said property. On Mar. 27th, I also wrote to Don C. Ford,
the Building Official, asking for similar information regarding the property. I also have
yet to hear from that office.
I am prepared to pay whatever taxes are owed on the property, but I am unable to do so
because I have not received any tax bills since 1994.
My address is Edwina Moore, 10125 Palms Blvd., #208, Los Angeles, CA 90034. 1 am
sending this letter Return Receipt Requested, and a cc to Mr. Ford, along with a copy of
the letter I sent nearly two months ago,because I am concerned about the property and
want to honor my obligations in a timely manner. Since I live in California, it is
impossible for me to make regular visits to check on the lot. So it is imperative that I
receive tax bills or any information concerning the property in a timely manner.
Thank you for your prompt attention to this matter. I expect to hear from you in the very
near future.

Dear Mr. Ford:
As the owner of 1975 Francis Street, in the city of Atlantic Beach, it has been very
difficult to maintain the property because I do not reside in the area, in fact I live on the
opposite side of the country. Since ownership reverted to me, I have depended on the
kindness of your office to keep me informed so that I might stay in compliance with
city ordinances regarding said property.
In previous years, I have received either a notice regarding the maintenance of the land -
now that it has been cleared, and tax notices prior to their due dates, so that there is
sufficient time for me to pay without incurring delinquent fees.
We have made an effort to keep the property clean, so as to avoid any city leans.
However, since I am not in the area, have no relatives or friends who can keep an eye on
the lot, I must depend on city notices to alert me when some additional care is necessary.
Since I have not heard from your office, I must assume that the person we are paying to
cut the weeds every 3 months is doing a satisfactory job.
However, I have a more pressing concern. I have yet to receive any tax notices on the
property. I expected a tax bill in November, and then assumed that it would arrive in
February/March but I've received nothing to date.
I did move last spring. However, I was in Jacksonville in July'94 and left my new
address there at City Hall at the time.
Please advise me regarding the status of the property as soon as possible. I am sending a
copy of this letter addressed to the Property Tax Division, in hopes of expediting the
matter. Thank you for your prompt attention.

ADDENDUM TO BUILDING PLAN
1 . Building Location:
2. The attached plan for the above building is approved subject to meeting the following
applicable construction requirements:
a. Footings shall be continuous monolithic concrete under exterior walls, reinforced
with two 5/8" deformed reinforcing rods for one-story buildings and three 5/8"
deformed reinforcing rods for two-story buildings. Reinforcing rods shall be
placed in the lower one-third of the footings , properly placed and fastened on
metal cables with wire. Footings shall be si'x inches wider on each side than the
wall above, shall be at least eight inches thick and shall rest on firm soil at
least twelve inches below undisturbed soil .
b. In hollow masonry unit construction, each unit cell shall be reinforced with at
least on No. 4 bar at all conrners, poured and tamped with concrete; such rein-
forcing shall be properly tied into the footing and spandral beam.
C. All wood truss rafters (roof construction) , shall be securely fastened to the
exterior walls with approved hurricane anchors or clips.
d. Construction of nearby one-family dwellings, which are duplicates or intensely
similar, shall be avoided. Such similarity considers the external configuration
and appearance (i .e. , roof, outer wall materials, window size and design, and
other like characteristics) of structures. In accord with the foregoing, similar
