This was not acceptable because in many cases the Finance Department could not collect the amounts that were in arrears for garbage and sever for those:• quarters. Therefore, we started notifying the Water Department to discontinue construction water as of the date of the Certificate of Occupancy. Mr. Straus' Certificate of Occupancy for his• house was issued on March 26, 1992. The Certificate of Occupancy had no connection with Mr. Straus' water problem. The Water Department had not received payment for three complete quarters and Mr. Straus had not come in to sign up for his regular service. That is the only reason the water was turned off at Mr. Straus' address. The following are the events that occurred at 1998 Brista del Mar Circle and the City departments involved: On September S, 1991 the Building Department sent a request to Public Works to have a new meter installed for construction water only. Mr. Straus was building his own house and this is normal operating procedure. On September 24, 1991 the meter was installed. The following is a short history from the Finance Department of payment on Mr. Straus' account for 1998 Brista del Mar Circle: In the fourth quarter of 1991, there was a cut-off notice issued for nonpayment. There is no record of the meter being cut off. In the first quarter of 1992 there was a nonpayment for that quarter also. At that time the account was two quarters behind for payment of construction water. In the second quarter of 1992 there was a nonpayment also. At that time there was approximately x46. 00 due on the account and 79, 000 gallons of water used. The Water Department issued an order to pull the meter on April 9, 1992. The meter was pulled and Mr. Straus was without water from April 9, 1992 until April 13, 1992, at which time he came in and paid his past due bill and signed up ,for permanent water because the house had been completed. The Building Department has a policy that was developed in the last five years to send a notice to the Water Department when a Certificate of Occupancy is issued on any new construction}. The reason for this notice is to allow the Water Department to either transfer the account to regular service out of construction service or to stop construction water :if the new home owner has not applied for regular service.
