Present were Mae Jones, Chairperson, Richard Bell, Camille Hunter, Judith Jacobson, Eloise Koerber and Staff Members George Worley and Susan Dunham. The meeting was called to order by Chairperson Mae Jones at 7:35 p.m. 3.A. Old Business/Tree Removal Applications .,-- 1 �b CA^kF1iLiA S t 1. Lots 1,Block 148, Section H: Mr. James Sanders introduced himself to the Board. Mr. Sanders explained that he re-measured the trees on the lot and made corrections to his survey. Discussion was held regarding the trees to be removed,the trees to be protected and how to barricade the trees that were not to be removed. Richard Bell moved that we accept the application for the removal of 80"of oak to be mitigated with 40"of oak preserved on site. Camille Hunter seconded the motion, which passed unanimously -- � �— 1 l 1'`] 4.A. New Business/Tree Removal Applications None. 5. Reports and Announcements 1. Mae Jones requested updates on the applications for Mr. Edward Matthews (Lot 7, Block 79, Section H) and Mr. Forest Thomas (Lots 1 through 5, Block 243, Section H): a) Mr. Edward Matthews: George Worley and Mr. Matthews have revisited the site. Mr. Matthews intends to modify his site plan and resubmit his application. b) Mr. Forest Thomas: George Worley advised the Board that he had called Mr. Thomas in advance of the December 6, 1999,Tree Board meeting to advise him that his application would not be on the agenda due to an inaccurate application. George Worley has since given the application back to Mr.Thomas along with a sample survey to assist Mr.Thomas in preparing an accurate survey. 2. Historic Tree Preservation Ordinance: A boundary survey was submitted for the area in the vicinity of the Sea Turtle Inn, which did not indicate any trees. George Worley had requested that this survey include trees within the right-of-way and has requested that the survey be redrawn. George Worley anticipates that this survey will be ready for the next Tree Board meeting. 3. Merve Russell: George Worley informed the Board that Mr. Merve Russell is being subpoenaed to attend the Code Enforcement Board meeting scheduled for January 4. George Worley will be attending the meeting as the City's witness and members of the Tree Conservation Board will be subpoenaed to attend this meeting. Mae Jones requested that copies of all Minutes and letters pertaining to this matter be delivered to the members of the Tree Conservation Board prior to the Code Enforcement Board meeting. 4. 750 Mayport Road: George Worley advised that Attorney Alan Jensen and Attorney William Quattrucci are still corresponding. George Worley thought that this matter may be ready to go before the Code Enforcement Board in March. Mae Jones stated that there was a"For Sale"sign on the property and expressed her concern that potential buyers will not know that the City may place a lien on the property. George Worley will contact the real estate company representing the sale of the property and notify them that a lien may be placed. 5. George Worley and Jim Hanson met with Jacksonville Transportation Authority to discuss the Mayport Flyover plans and, specifically, the size, disposition and location of the stormwater ponds. At some time the JTA will be coming before the Board with a tree removal application.
