Present were: Hope Van Nortwick, Chairman Mae Janes Richard Beaver Jim pelkey Staff: George Worley, Designee Carl Walker, Coordinator The meeting was called to order at 7:30 RM by Hope Van Mort- wick, Chairman, in the City Commission Chambers. The first order of business was a review of the tree removal application filed for Lot # 4, Block # 164, Section H. Henry Cooper introduced himself as agent for the builder, Chris Danser. Mr. Cooper advised the Board that the proposed house to be built was pre-sold. He also verified that the builder intended to plant replacement trees on a basis of 1/3 of the total amount of DBH inches to be removed. There was considerable discussion on the saving of a 15" DBH oak, proposed for removal, in the front of the lot but not within the house footprint. Mr. Cooper advised that the tree was located in the planned walkway leading to the front door of the residence. He also pointed out that the overhanging roof of the structure would be in contact with the canopy of the tree. Several types of modification were suggested to Mr. Cooper which would allow for the saving of the tree. Hope Van Nortwick moved to accept the plans, as presented, with the exception that the 15" DBH oak in the front of the lot remain and that a total of 24" DBH hardwood trees be re- placed on the lot, with a minimum of 3" DBH each. Mae Jones seconded the motion which passed by a vote of 3-1 4J. Pe1key against? . Discussion followed on the recent ruling by the City Commis- sion on the Tree Board' s requirement of replacement trees on Lot # 20, Unit # 3, Oceanwa 1 k. The Board members expressed concern on the assertion by the City Attorney on the Board' s inability to legally require replacement tree planting as a form of mitigation.
