Dear Ms. Hemphill, Ms. Dobson, Mr. Worley, Captain McQueen, and Mr. Fleming :
This is to advise the individual listed above is operating an unlicensed child care facility at
830 Cavalla Road, Atlantic Beach, Fl. 32233. On July 6, 2000, Ms. Jackson was caring for a
total of 11 children consisting of: 3 infants, 6 preschool age and 2 school age children. She had
an adult helper.
On June 19, 2000, Ms. Jackson was caring for 22 children unrelated to her at her residence. Ms
Jackson stated that she was "grandfathered" in and did not need to be licensed, which is untrue.
A cease and desist letter for operating an unlicensed Family Day Care was sent to her certified

mail on June 22, 2000. Ms. Jackson received and signed for the letter on June 24, 2000. Ms.
Jackson was previously licensed to operate a child care facility for a three year period between
the dates of 04-24-95 to 04-24-98.
The Department of Children and Families, Child Day Care Licensure Office will immediately
issue a cease and desist letter and administrative fine with respect the illegal child care facility to
Ms. Jackson.
By way of this letter,the department is asking for all appropriate assistance your offices can
provide to expedite the closure of this illegal operation.
