Item 8G AGENDA ITEM # 8G OCTOBER 11, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: FY 2010 -2011 Resurfacing Project SUBMITTED BY: Rick Carper, P.E., Public Works Director /C. DATE: October 1, 2010 BACKGROUND: In the Budget Workshops, Staff discussed allocating a portion of this year's resurfacing budget to the Royal Palms Drainage Rehabilitation Project. This proposal was approved by the Commission as part of Change Order #10 to the project. After further research, Staff now proposes to include the streets contained in Royal Palms Additive Altemate G2 in a separate resurfacing project after completion of the Royal Palms drainage work using the COJ Annual Resurfacing Contract (formerly BJP). This change will save approximately $30,000 over Royal Palms bid prices. Streets will be restored by the Contractor after drainage work is completed to a paved driveable surface as part of the Drainage Rehabilitation Project, then milled and resurfaced by the COJ Annual Contractor at lower unit prices. This addition will still result in all streets in the subdivision with a 2009 Overall Condition Index (OCI) of less than 60 being resurfaced by project completion and will also include additional needed resurfacing on Plaza Drive near City Hall. Remaining funds in the Resurfacing account will be used as dictated by the Pavement Management System later this fiscal year. BUDGET: This project is funded from the Gas Tax Fund, Account No. 130 - 5002 - 541 -3400; with $213,000 allocated for FY2010 -2011. RECOMMENDATION: Commission approve reallocation of Resurfacing dollars to allow Staff to 'piggy -back' on COJ's annual Resurfacing Contract with Duval Asphalt for resurfacing in the Royal Palms Subdivision as allowed by the City's Purchasing Code 2- 336(6).
