Item 8H AGENDA ITEM # 8H OCTOBER 11, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Proposed Change Order No. 11 to Royal Palms Drainage Rehabilitation Project (PW0905) SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: October 5, 2010 BACKGROUND: At the July 27 2009 meeting, the Commission approved the award of a contract to R.B. Baker Construction, Inc. for construction of the Royal Palms Drainage Rehabilitation Project (PW0905) in the amount of $3,197,823.46 for the base bid and selected additive alternates and a contingency of 10% of the base bid. Change Order No. 10, approved for $128,888 at the August 23rd Commission meeting, included several design changes: Additive Alternate G2, additional resurfacing in Royal Palms (Redfin Drive, remainder of Bonita Road and sections of Plaza Drive) and the remainder required to add additional site preparation funds for removal of asphalt, curb and gutter and driveway concrete beyond that covered in the Bid documents, as well as addition of milling and resurfacing approximately 335 feet of Plaza Drive from the City Hall entrance to the 5 Points crosswalk. . This revised Change order removes the previously approved allocation of $83,640 from the new Fiscal Year's Gas Tax Resurfacing budget to the Royal Palms Project. In a separate Staff Report, Staff is proposing to resurface these streets by piggybacking on the COJ annual resurfacing contract at an estimated cost savings of $30,000. At R.B. Baker's request, the approved Change Order 10 was cancelled and a reduced scale $18,280 dollar change order was substituted to cover increased quantities of asphalt and curb & gutter removal. This revised Change Order #10 was approved by the City Manager. Change Order 11 corrects the previously approved Change Order 10 items that were not included in the revision and includes additional field changes accomplished since that time for a total change of $43,724.83. The project contingency amount at inception was $257,067; $66,564 has been added from deletion of Cutlass Drive and Wahoo Drive (Add. Alt K) segments and deletion of replacement of a portion of the AC water main on Plaza Drive (Add. Alt J). Contingency balance after processing this change order will be $51,376. RECOMMENDATION: Authorize the City Manager to execute Change Order No. 11 to the R.B. Baker Construction contract. BUDGET: This project is funded from the Stormwater Fund, Account No. 470 - 0000 - 538 -6300. The total contract price with this change order will remain $3,197,823.46, including contingency.
