March 18 , 1980 Arms Corporation of Jacksonville 1140 Edgewood Avenue South Jacksonville , Florida 32205 Attention : Mr. Joe Weed Re : Settlement at the Southwest Corner Building No . 3 (4C ) Gentlemen : At the request of Mr. Joe Weed , I have visited the site of the Atlantic Arms Apartments , reviewed the original construction documents and all previous reports , soil borings , surveys and repairs done to this corner of the building . The present condition clearly indicates that excessive settlement has taken place and that the masonry bearing wall supporting this corner of the buildi .ig is severely weakened . The condition can easily become unstable and a partial collapse may take place . For this reason , we recommend that immediate repairs be done and that the units be vacated during the repairs . In July , 1977 , an attempt to stabilize the structure was done by excavating outside the building and placing additional concrete below some portions of the footings . These repairs were partially excavated for inspection , but obviously they were insufficient and additional movement has taken place . Soil borings in the vicinity of this corner show approximately four feet of very loose material . Any attempt to stabilize the building must be at least four feet deep or will result in only marginal benefits . A record of movement by establishing bench marks on the wall and periodic checks on the elevations show very small movement in the last year and a half. However, cracking and settlement have continued north of the repairs and the bench marks . MORALES AND SHUMER ENGINEERS, INC. Arms Corporation of Jacksonville March 18 , 1980 Page 2 At this time it becomes essential not only to prevent additional settlement, but also to restore the structural integrity of this portion of the building . Settlement and cracking has progressed to the point that stabilization of the subsoil alone will not suffice . Therefore , we are proposing to shore-up the floors and roof and to re-build a portion of the wall . The enclosed drawings illustrate the proposed repair procedure.
