Subject: CITY COMUSSION ACTIONS OF NOVEKBER 28, 1988
The City Commission in regular session Monday, November 28, 1988, took
the following actions:
1. Elected Adelaide Tucker to City Commission Seat 4 with the term
ending November 7, 1989;
2. Selected Maureen King as the new City Clerk to serve at the pleasure
of the City Commission;
3. Approved participation " in the new Florida League of Cities First
Municipal Loan Program;
4. Accepted the low bid of Ray Pace Waste Equipment, Inc. for three new
31-yard solid waste collection units at a price of $218,658.00 with
delivery to be made ten days after receipt of purchase order;
5. Authorized the City Manager to contact the City of Neptune Beach and
the City of Jacksonville relative to joint participation in a
feasibility study on a world-class swim center, and report back
December 12, 1988;
6. Acknowledged receipt of irrevocable letter of credit from Bevue
Inc. , on Sevilla Gardensi which authorized approval of the final
plat;
Set a public hearing for January 9, 1989 on an application for
exception for a home occupation from Gerald Wheatley, 1985 Brista De
Mar Circle, where he wishes to keep books of account for B& W Design
and Build;
V,8'. Set a public hearing for December 12, 1988 on a request for an
exception for a home occupation from Johnny Crouch at 80 Dora
Street, for a contractor's office in his home with no outside
storage;
Approved an exception to the septic tank moratorium in Section H for

V A exander Harris to install a septic tank on Tulip Street, with the
understanding that when the public system becomes available he will
disconnect from the septic tank and hook to the system. Some
investigation is to be made into above-ground septic tanks and make
a determination as to what the Health Department of the City of
Jacksonville is requesting, and report back to the City Commission.
d/.'�'Received an opinion from the City Attorney that the application of
Steven Harris for a Planned Unit Development at Sherry Drive and
Sixth Street, was inappropriate and did not comply with the zoning
Ordinance. The City Manager is to contact Harris and allow him to
present his plan and ideas so that each City Commissioner will be
aware of exactly what is being requested;
11. Agreed with the recommendation of the City Manager to defer further
action on Major Sewer Rehabilitation of Sections "C", I'D", 'RE", and
"F" with the mayor indicating that he wished to set up a committee
on the whole question of the wastewater treatment plants to set
priorities, etc;
Authorized the City Manager and City Attorney to work up an
Ordinance relative to the closing of the northern end of Selva
Marina Drive and its intersection with Old Sherry Drive;
13. Approved a budget Resolution transferring funds from prior year fund
balance in the General Fund to Capital Projects to provide the
monies for previougly approved improvements at the Russell Park
parking lot and for engineering services in connection with the
proposed City Hall and Section H Special Assessment;
14. Adopted a Resolution authorizing the execution of an amendment to
the participation agreement and interlocal agreement with the
Florida League of Cities on the Florida League of Cities Municipal
Loan Program;
15. Did not pass Ordinance 95-88-37 relating to lighting along the beach
front for the protection of sea turtle hatchlings, but left the
matter open for further consideration;
16. Approved Ordinance No. 58-88-13 providing changes in the Retirement
Ordinance relative to the definition of salary and providing certain
parameters for disability retirement and refund of contributions;
17. Approved Ordinance No. 55-88-22 increasing residential trash and
garbage collection fees from $21.00 a quarter to $36.00 a quarter
effective January 1, 1989;
18. Introduced Ordinance No. 5-88-20 relative to amending the Ordinance
code to change the order of business for the City Commission
b6etings, and set a public hearing for December 12, 1988;
Accepted a legal opinion from City Attorney Mullis relative to the
installation of a directional sign on Seminole Road at Eleventh
Street for Selva Linkside, which said opinion indicated the sign was
not prohibited by the Code of Ordinances of Atlantic Beach;
20. Learned from the City Manager that the St. Johns River Water
Management District would meet on December 13, 1988, to consider the
Cityls application for a consumptive' use permit for their potable
water wells;
Learned from the City Manager that research had been concluded on
the manner of calculating the height of fences in connection with
the McManus fence problems on Beach Avenue at 20th Street;
22. Requested Commissioner Alan Jensen to submit in time for the special
hearing on November 30, 1988, a letter stating his concerns relative
to the inanner of issuing bonds for the Fleet Landing project.
Following the meeting the Mayor also appointed an awards committee which
is to open bids, tabulate the results, and make recommendations to the
City Commission at the next following City Commission meeting. Chairing
the committee is Commissioner Glenn Edwards, and other committee members
are the City Manager, Finance Director, and the department head involved
in the particular bid item.

ADDENDUM TO BL=ING PLAN
1. Building location:
2. The attached plan for the above building is approved subject to meeting the following
applicable construciton requirements:
a. Footings shall be continuous monolithic concrete under exterior walls, reinforced
with two 5/8" deformed reinforcing rods for one-story buildings and three 5/8"
deformed reinforcingroas for two.-story buildings. Reinforcing rods shall be
placed in the lowNeer one-third of the footings, properly placed and fastened on
metal cables with wire. Footings shall be six inches wider on each side than the
wall above, shall be at least eight inches thick and shall rest on finn soi-1 at
lea t twelve inches below undisturbed soil.
b. In hollow masonry-unit construction, each unit cell shall be reinforced with at
lea t on No. 4 bar at all corners, poured and tmped with concrete; such rein-
forcing shall be properly tied into the footing and spandral beam.
c. An wood truss rafters (roof construciton) , shall be securely fastened to the
�trior walls with approved hurricane anchors or clips.
d. Construction of nearby ont-- family dwellings, which are duplicates or intensely
similar, shall be avoided. Such similarity considers the external configuration
and appearance (i.e., roof, outer wall materials, window size and design, and
other like characteristics)- of structures. In- accord with the foregoing, similar
or duplicate homes sha.11 not be constructed within close proximity of each other,
and shall be at least 500 feet apart if any me similar dwelling is visible fran
any other similar dwelling.
e. The final connection between the house pluTbing and thespwer service
connection (at the property line) must be by �e (;1t+ before-being
covered.
