Subject: Sewer Service to Vacant Lot on Dudley Street
Beaches Habitat Residential Home
We have been asked to allow a substitute product for coating manholes, in
conjunction with the new force main connection at a City manhole for the
Beaches Habitat Residential Home on Dudley Street. In a memo dated October 9,
1997, we had indicated that the City standard is to coat the interior of the
existing receiving manhole with a coating equal to Sauereisen No. 2 10. This was
discussed with you in our pre-construction meeting.
On December 18, 1997,we received a letter from Chip McGehee of Standard
Precast, Inc.,to allow the use of a compound known as Foscroc , instead of the
Sauereisen No. 2 10. In asking for more particulars on the product,Mr. McGehee
suggested that a product known as SpectraShield be used instead of either Fosroc
or Sauereisen No. 2 10. We were sent material on SpectraShield on December 30,
1997,by Concrete Conservation, Inc., for our review.
It appears after review of the materials submitted that SpectraShield will be
acceptable for use in this situation. We do ask that manufacturer's
recommendations for manhole preparation and application of the product be
followed. Our intent in requiring a coating is to protect the existing manhole
from deterioration caused by gasses from the new 2" force main for many years.

Beaches Habitat Residential Home
We have completed our review of the enclosed plans and design notes from
Connelly&Wicker,Inc., for the Beaches Habitat Residential Home on Dudley
Street. The only major comment we have is to coat the interior of the existing
receiving manhole with a coating equal to Sauereisen No. 2 10, instead of
Farbertite. Farbertite is adequate for the exterior,but not for high hydrogen
sulfide atmospheres. The proposed pump station, and small force main is
acceptable. This force main within the City Right-of-Way should remain the
maintenance responsibility of the home owner,not the City of Atlantic Beach.
This is a similar situation with many other house force mains throughout the City.
We have sent a memo to George Worley,asking him to explore the possibility of
finding CBDG funds to construct a gravity sewer along Dudley Street. You might
want to contact Mr. Dave Clark of the Beaches Habitat to discuss the possibility
of delaying the house construction until we are able to install a new gravity sewer.
However, there is no guarantee of ftmding within the near ftiture.
We are keeping two sets of plans and one set of design notes for our records, and
returning the other plans with our redline comments. Please call with any
comments or questions.

Subject: Infrastructure Improvements in the Donner Area
Potential Grant Funding
During our Public Works staff review of the sewer connection for the Beaches
Habitat Residential Site on Dudley Street, we were discussing the many
infrastructure deficiencies that exist in the Donner area. This area is from
Mayport Road on the east,Main Street on the west,Levy Road on the south and
Church Road on the North,as shown in the attached map.
The immediate need is whether to approve the small lift station for Lot No. 8 on
Dudley street, or to provide sanitary sewer service for the easterly portion of
Dudley Street. However,the sewer improvements on Dudley Street are only a
portion of the total needs of the area:
I. Sewer main extension on Dudley Street for 430 feet with 8" PVC sewer
main, 2 sanitary manholes,and sewer services for 15 lots.
2. Water and Sewer mains, with lot services, on approximately 2200 feet of
Church Road. While the south side is in the city limits of Atlantic Beach
and should receive our attention,the north side is within the Buccaneer
Service District and should also be considered for lot services, and water
and sewer extensions on the small streets to the north.
3. Water system improvements on Park Street(800 feet),Lewis Street(800
feet),Robert Street(750 feet), and Mealy Street(450 feet), al with
associated water service replacement or construction.
4. No City sewers west of Mealy Street.
5. Storm drainage ditch and culverts requiring major cleaning and regrading
to allow proper storm flow to the north to Puckett Creek.

You have indicated that some of the City's CDBG funds might be able to be
applied to the sewer needs on Dudley, and that other grant or loan applications
could be made to fund the remaining infrastructure needs of this area.
- Almost an identical need for infi-astructure improvements exists across Mayport
Road, north of Donner Road to Church Road and bounded by the City Public
Works yard on the east. This area has constant flooding problems,high sewage
flows during rains, and small, old water mains. Future grant funding may be the
answer to correcting this area's deficiencies.
Could you please research the availability of current and future grant ftmds for
infi-astructure improvements in the areas described above, and meet with me and
Bob Kosoy at your earliest possible convenience? Please call with any comments
or questions.

Beaches Habitat Residential Home
We have completed our review of the enclosed plans and design notes from
Connelly&Wicker, Inc., for the Beaches Habitat Residential Home on Dudley
Street. The only major comment we have is to coat the interior of the existing
receiving manhole with a coating equal to Sauereisen No. 2 10, instead of
Farbertite. Farbertite is adequate for the exterior, but not for high hydrogen
sulfide atmospheres. The proposed pump station, and small force main is
acceptable. This force main within the City Right-of-Way should remain the
maintenance responsibility of the home owner, not the City of Atlantic Beach.
This is a similar situation with many other house force mains throughout the City.
We have sent a memo to George Worley, asking him to explore the possibility of
finding CBDG funds to construct a gravity sewer along Dudley Street. You might
want to contact Mr. Dave Clark of the Beaches Habitat to discuss the possibility
of delaying the house construction until we are able to install a new gravity sewer.
However, there is no guarantee of funding within the near future.
We are keeping two sets of plans and one set of design notes for our records, and
returning the other plans with our redline comments. Please call with any
comments or questions.

TECHNICAL SPECIFICATIONS
SIMPLEX EFFLUENT PUMP PACKAGE
FOR INSTALLATION IN SECONDARY PUMP CHAMBER
ModelNumber: STEP-1-FS
GENERAL - Furnish and install a simplex effluent pump package consisting of the effluent
pump and motor, fiberglass pump container, flex-hose assembly with check valve and shut off
valve, quick-release hose connector, nylon lift rope, three (3) level controls, PVC mounting
pole, junction box, cover, and control panel.
All equipment shall be factory installed except for effluent pump and externally mounted con-
trol panel. The pump container assembly shall be installed in a secondary pump chamber as
shown in the plans.
PUMP CONTAINER - The fiberglass Pump container shall be 18" diameter with a depth of 48".
The container shall be molded of fiberglass reinforced polyester resin manufactured by the lay-
up and spray technique to assure that the interior surface is smooth an resin rich. The con-
tainer shall have inlet holes at the bottom of the side wall to allow effluent to enter the con-
tainer. The pump container shall have a minimum wall thickness of 1/4 inch. A riser with
construction features identical to the pump container shall be provided to provide access to the
pump container. The riser shall be 18" diameter with a depth of 18".
COVER -A one-piece cover shall be provided with each pump container/riser assembly. The
cover shall be constructed of fiberglass with a minimum thickness of 1/4". Cover shall be
grass green in color. The cover shall be bolted to the riser with stainless steel cap screws.
Zinc'plated nuts shall be embedded in the upper flange of the fiberglass riser for corrosion
resistance and to prevent turning.
DISCHARGE HOSE ASSEMBLY - A discharge hose assembly shall be provided for each unit
as shown in the plans. The hose assembly shall consist of 1-1/2" flexible hose with a rating of
85 psi at 70' F. A quick-disconnect- consisting of cam and groove fittings with 304 stainless
steel cam arms shall be located at the top of the assembly for ease of removal of the hose
assembly, check valve and effluent pump. A full flow PVC swing check valve and a PVC true
union ball type shut off valve with Teflon@ seats shall be furnished as an integral part of the
hose assembly. The hose shall be provided with adapters to connect hose to either 1-1/2" or
2" pump discharge.
The hose assembly shall terminate at a 1-1/2" discharge flange mounted on the riser at the
height shown in the plans. The discharge flange shall have a 1-1/2" PVC solvent weld socket
type hub for attaching external discharge piping.
JUNCTION BOX -The junction box shall be constructed of structural plastic for corrosion
resistance and of adequate thickness to provide stability and mechanical strength. The junc-
tion box shall have a fully gasketed cover that is held in place by four (4) captive stainless steel
screws with heads of adequate size so that they may easily be installed and removed without
the use of special tools. The heads of the screws shall be totally encapsulated so that no
metal parts are exposed. The cover shall be fastened to the main body of the junction box by
means of a totally co rrosion-resi stance tether to prevent dropping the cover during service.
An adequate number of sealing-type cord grips shall be supplied for incoming pump and leve!
control cords. The cord grips shall be made of non-corrosive material, such as PVC or nylon,
and shall make an effective seal around the wire jacket. The cord grips shall seal to the junc-
tion box with an "0" ring or gasket.
The junction box shall have a PVC solvent weld socket type conduit hub of adequate size to
accommodate the number of wires required for pump and level control operation. The incom-
ing wires shall be sealed by an external EY type seal-off (supplied by others) so tl�at conden-
sation from the conduit or groundwater will not enter the enclosure. The interior of the enclo-
sure shall be of adequate size to accommodate the wires and connections for pump and level
control operation.
The wires running between the control panel and the junction box shall be color-coded and
fastened to the pump and level controls by means of adequately sized and insulated twist lock
or crimp connectors.
The junction box shall be designed to NEMA 6 standards for occasional Submergence.
LEVEL CONTROLS - Pump on, off and alarm levels shall be controlled by three (3) mercury
tube float switches. Switches shall consist of a mercury tube switch sealed in a corrosion-
resistant polypropylene housing with a minirnUrn of 18 gauge, 2-wire, SJOW/A jacketed cable.
The cable shall be of sufficient length to reach the junction box with no splices. The level
controls shall be suspended from a vertical PVC mounting pole so that adjustment or replace-
ment may be done without the use of any tools. Level controls shall be ULJCSA listed.

PUMP - The pump shall be designed to handle raw sewage and be capable of passing 2 inch spherical
solids. The pump shall be capable of handling liquids with temperatures to 1400 F intermittent.
MOTOR - The pump motor shall be of the submersible type rated 4/10 hp at 1650 RPM and shall be for
115 volts or 230 volts single phase, 60 cycles. Single phase motor shall be of the
shaded pole type with no relays or starting switches. Stator winding shall be of the open type with
Class A insulation rated for 1 05�-' C maximum operating temperature. The winding housing shall be
filled with clean dielectric oil to lubricate bearings and seals, and transfer heat from the windings to the
outer shell. The motor winding assembly shall be pressed into the stator housing for best alignment
and heat transfer.
The motor shall be capable of operating over the full range of the performance curve without overload-
ing the motor and causing any objectionable noise or vibration. The motor shal'I have two bearings to
support the rotor; an upper sleeve bearing to accommodate radial loads and a lower sleeve bearing
with thrust pad to take thrust and radial loads.
A heat sensor thermostat and overload shall be attached to the top end of the motor windings and shall
be wired in series with the windings to stop the motor if the motor winding temperature reaches 2219 F.
The overload thermostat shall reset automatically when the motor cools to a safe operating tempera-
ture.
POWER CORD - The motor power cord shall be 10 or 20 feet SJTW/SJTW-A type.
The cord shall have a molded compression grommet to insulate electrical connections. The grommet
shall thread into the motor housing to provide a positive seal and to prevent leaking of liquid into the
motor housing. The sealing grommet shall provide strain relief for the power cord assembly.
OPTIONAL CONTROL SWITCH - The sewage pump shall be controlled by an optional piggy-back
float switch. The float switch shall be of the mechanical, non-mercury type and be capable of directly
controlling the pump motor without the need for an external control panel.
SHAFT SEAL The motor shall be protected by a rotating mechanical shaft seal. The seals shall have
carbon and ceramic seal iaces lapped to a tolerance of one light band. Metal parts and springs for
seals shall be 300 series stainless steel.
PUMP IMPELLER - The pump impeller shall be of the recessed type, The impeller shall be con-
structed of engineered thermoplastic.
MOTOR CASTINGS - The motor housing castings shall be of high tensile strength Class 30 gray cast
iron. Castings shall be treated with phosphate and chromate rinse and painted with a high quality air
dry alkyd enamel for corrosion protection.
PUMP CASE - The pump case shall be a high efficiency volute design capable of passing 2 inch
spherical solids, The pump volute shall be constructed of Class 30 gray cast iron.
FASTENERS - All exposed fasteners shall be of 300 series stainless steel.

TECHNICAL SPECIFICATIONS
SIMPLEX EFFLUENT PUMP PACKAGE
FOR INSTALLATION IN SECONDARY PUMP CHAMBER
Model Number: STEP-1-FS
GENERAL-- Furnish and install a simplex effluent pump package consisting of the effluent
pump and motor, fiberglass pump container, flex-hose assembly with check valve and shut off
valve, quick-re!ease hose connector, nylon lift rope, three (3) level controls, PVC mounting
pole, junction box, cover, and control panel.
All equipment shall be factory installed except for effluent pump and externally mounted con-
trol panel. The pump container assembly shall be installed in a secondary pump chamber as
shown in the plans.
PUMP CONTAINER - The fiberglass pump container shall be 18" diameter with a depth of 48".
The container shall be molded of fiberglass reinforced polyester resin manufactured by the lay-
up and spray technique to assure that the interior surface is smooth an resin rich. The con-
tainer shall have inlet holes at the bottom of the side wall to allow effluent to enter the con-
tainer. The pump container shall have a minimum wall thickness of 1/4 inch. A riser with
construction features identical to the pump container shall be provided to provide access to the
pump container. The riser shall be 18" diameter with a depth of 18".
COVER -A one-piece cover shall be provided with each pump container/riser assembly. The
cover shall be constructed of fiberglass with a minimum thickness of 1/4". Cover shall be
grass green in color. The cover shall be bolted to the riser with stainless steel cap screws.
Zinc'plated nuts shall be embedded in the upper flange of the fiberglass riser for corrosion
resistance and to prevent turning.
DISCHARGE HOSE ASSEMBLY - A discharge hose assembly shall be provided for each unit
as shown in the plans. The hose assembly shall consist of 1-1/2" flexible hose with a rating of
85 psi at 70' F. A quick-disconnect consisting of cam and groove fittings with 304 stainless
steel cam arms shall be located at the top of the assembly for ease of removal of the hose
assembly, check valve and effluent pump. Afull flow PVC swing check valve and a PVC true
union ball type shut off valve with Teflon@ seats shall be furnished as an integral part of the
hose assembly. The hose shall be provided with adapters to connect hose to either 1-1/2" or
2" pump discharge.
The hose assembly shall terminate at a 1-1/2" discharge flange mounted on the riser at the
height shown in the plans. The discharge flange shall have a 1-1/2" PVC solvent weld socket
type hub for attaching external discharge piping.

SPECIFICATIONS
EFFLUENT PUMPS - Pump(s) shall be F. E. Myers SRM4 series sewage pumps selected in accor-
dance with the following design criteria:

PUMP - The pump shall be designed to handle raw sewage and be capable of passing 2 inch spherical
solids. The pump shall be capable of handling liquids with temperatures to 1400 F intermittent,
MOTOR - The pump motor shall be of the submersible type rated 4/10 hp at 1650 RPM and shall be for
115 volts or 230 volts single phase, 60 cycles. Single phase motor shall be of the
shaded pole type with no relays or starting switches. Stator winding shall be of the open type with
Class A insulation rated for 1052 C maximum operating temperature. The winding housing shall be
filled with clean dielectric oil to lubricate bearings and seals, and transfer heat from the windings to the
outer shell. The motor winding assembly shall be pressed into the stator housing for best alignment
and heat transfer.
The motor shall be capable of operating over the full range of the performance curve without overload-
ing the motor and causing any objectionable noise or vibration. The motor shall have two bearings to
support the rotor; an upper sleeve bearing to accommodate radial loads and a lower sleeve bearing
with thrust pad to take thrust and radial loads.
A heat sensor thermostat and overload shall be attached to the top end of the motor windings and shall
be wired in series with the windings to stop the motor if the motor winding temperature reaches 22V F.
The overload thermostat shall reset automatically when the motor cools to a safe operating tempera-
ture.
POWER CORD - The motor power cord shall be 10 or 20 feet SJTW/SJTW-A type.
The cord shall have a molded compression grommet to insulate electrical connections. The grommet
shall thread into the motor housing to provide a positive seal and to prevent leaking of liquid into the
motor housing. The sealing grommet shall provide strain relief for the power cord assembly.
OPTIONAL CONTROL SWITCH - The sewage pump shall be controlled by an optional piggy-back
float switch. The float switch shall be of the mechanical, non-mercury type and be capable of directly
controlling the pump motor without the need for an external control panel.
SHAFT SEAL - The motor shall be protected by a rotating mechanical shaft seal. The seals shall have
carbon and ceramic seal faces lapped to a tolerance of one light band. Metal parts and springs for
seals shall be 300 series stainless steel.
PUMP IMPELLER - The pump impeller shall be of the recessed type. The impeller shall be con-
structed of engineered thermoplastic.
MOTOR CASTINGS - The motor housing castings shall be of high tensile strength Class 30 gray cast
iron. Castings shall be treated with phosphate and chromate rinse and painted with a high quality air
dry alkyd enamel for corrosion protection.
PUMP CASE -The pump case shall be a high efficiency volute design capable of passing 2 inch
spherical solids. The pump volute shall be constructed of Class 30 gray cast iron.
FASTENERS - All exposed fasteners shall be of 300 series stainless steel.
