We are in the process of completing a residential survey in the Mayport Corridor and Royal Palms areas. This will provide valuable feedback on how we are doing and what issues or concerns are still present. Additional officers have received police cyclist training and two additional bikes have been purchased. As the Community Oriented Policing (COPs) officers are deployed in the Mayport Corridor and in Royal Palms, the new bike officers have been riding on the east side of the city. Having officers on bikes is a great mechanism to increase police - citizen interactions and an excellent way to build and strengthen community partnerships. Citizen feedback has been very positive on having the bike officers in their neighborhoods. City wide, there was a 12% decrease in Part I crimes for the first six months of 2010 as compared to the same period in 2009. There was also an 8% reduction in auto accidents. The Atlantic Beach Police Department continues to have an exceptional emergency response time. The average emergency response time for the first half of 2010 is 1 minute 25 seconds. Crime The Atlantic Beach continues to have the lowest per capita crime rate in Duval County. Overall, there was a 12% decrease in all part I crimes from 264 to 234. Productivity Calls for service were up slightly from the same period in 2009. Arrests were down from the preceding year, but that would be expected and is correlated with the decrease in crime. Traffic citations were also up slightly. Auto accidents have decreased from 129 to 119, or 8 %. The Crime Suppression Unit (CSU) and Investigations Division continue to be very productive. They recently obtained and served a search warrant in a case involving a string of auto burglaries. They seized over 100 items of property believed to be stolen and made 4 arrests. The investigation resulted in solving more than 25 cases spread between the 3 beach cities and Jacksonville. Much of the stolen property has already been returned to the owner. CSU has made 22 prostitution arrests, which includes men and women, and 5 alcohol deployment arrests. They are conducting alcohol compliance checks on almost a monthly basis and the compliance rate has increased dramatically compared to years past. Animal Control had a slight increase in the number of calls. Citations are down slightly from 152 to 136 for the first half of the year. Their schedule is such that it provides 7 days per week coverage. They conduct monthly beach surveys to measure compliance. The average compliance rate for 2010 is 83 %. Personnel Currently the Police Department has two vacancies for police officer and one for police sergeant. Applicants are being processed for those positions. Training The Department is deeply committed to providing quality training to all its employees. In the first half of 2010, employees have attended or are scheduled to attend training in the following topics. • Leadership /Supervision — Several classes • Police Applicant Background Investigation • Computer training in Microsoft Office • Field Training Officer • Radar /Laser Training • Communication Center Supervision Training • Dispatch Field Training Officer • Animal Control Certification • Interviews and Interrogations AGENDA ITEM # 4A OCTOBER 25, 2010 • Police Cyclist • Property and Evidence Room Management • Instructor Certification Advanced training keeps employees current and on the cutting edge of Public Safety techniques, trends and strategies. The Department believes a better trained employee results in the delivery of a higher quality of service. The above list does not include classes taken by the employees who are enrolled in various college degree programs.
