AGENDA ITEM: ORDINANCE 20 -10 -107: AN ORDINANCE
AMENDING THE OPERATING BUDGET
FOR THE CITY OF ATLANTIC BEACH,
FLORIDA FOR FISCAL YEAR BEGINNING
OCTOBER 1, 2010 AND ENDING

BACKGROUND: Upon the adoption of the 2011 Annual Operating Budget, some
items were estimated to be completed in 2010, but were not.
Those items are proposed in this ordinance to be carried forward
into 2011. The items to be carried over include the revenue and
expenditure budget for the Dog Park, the Donner Park Community
Center roof, the C.D.B.G. Disaster Grant for the Donner area
sewer rehabilitation project as well as the unspent C.D.B.G. funds
for Donner Park.
The funds for the Veteran's Park improvements were partially
obligated and therefore only a portion of this project's budget was
carried forward. $25,512 represents the amount of the total budget
of $75,000 remaining at year end that needs to be re- budgeted in
2011. The revenues for this project are all from non -City of
Atlantic Beach sources.
This proposed ordinance also creates a budget for two energy
grants recently awarded. The City of Jacksonville's American
Recovery and Reinvestment Act - Energy Grant of $103,400 that
will be used as the match for the State of Florida Energy Program
Grant of $234,789.
This ordinance also creates a budget for the recently awarded
Justice Assistance Grant (JAG) of $5,125 for the purchase of
police equipment.
BUDGET: This proposed ordinance includes revenue increases totaling
$609,252, total expenses of $636,564 resulting in a net decrease of
fund balance of $27,312. This represents the spending of previous
year's revenues for the Veteran's Park project, Donner Community
Center Roof project and the Dog Park project.

AN ORDINANCE AMENDING THE OPERATING BUDGET
FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR
FISCAL YEAR BEGINNING OCTOBER 1, 2010 AND
ENDING SEPTEMBER 30, 2011.
WHEREAS, the City Charter of the City of Atlantic Beach requires that the City
Commission approve all budgetary increases and transfers at the fund level, and
WHEREAS, the nature of budgetary systems and those day -to -day decisions affecting such
budgetary systems require adjustments from time -to -time, and
WHEREAS, the City had anticipated that a number of projects were to be finished before
the end of fiscal year 2010, but they were not. Therefore, the funds for those projects need to be re-
budgeted for Fiscal Year 2011. The Fiscal Year 2011 Operating Budget shows those project as
funded in 2010, and
WHEREAS, this proposed ordinance also creates a budget for two energy grants
recently awarded. The City of Jacksonville's American Recovery and Reinvestment Act -

WHEREAS, the City was recently notified, since the adoption of the budget, that

NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON
BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that;
