Item 8A AGENDA ITEM # 8A NOVEMBER 8, 2010 STAFF REPORT City of Atlantic Beach Commission Meeting AGENDA ITEM: Grant Updates DATE: October 27, 2010 SUBMITTED BY: David E. Thompso A sst. City Manager BACKGROUND: Over the past two (2) months, there have been a number of actions taken relative to various grants that we are seeking and/or administering. The following updates are intended to bring the elected officials up -to -date on these grants: 1. $80,660 Justice Assistance Grant This grant application is intended to fund two (2) Community Policing Officers in 2010- 11 who will be focusing on the Mayport Road Corridor as well as other areas of town. This application has been approved by the State, and the acceptance agreement has been signed by Mayor Borno. 2. $42,000 Justice Assistance Grant This grant application is intended to fund one (1) Crime Suppression Detective for 2010- 11 who primarily works illegal narcotics and vice crimes. This application has been approved by the State, and the acceptance agreement has been signed by Mayor Borno. 3. $96,790 & $31,000 Florida Inland Navigation District Grant The $31,000 grant from 2009 -2010 is intended to pay 50% of the design and permitting costs for the Tideviews Preserve Boardwalk Extension and Canoe /Kayak Launch/Landing. Reimbursement for these expenses will take place after a construction contract has been awarded. The $96,790 grant for 2010 -11 is to pay for 50% of the construction cost for the same project. The Florida Department of Environmental Protection and the Army Corps of Engineers permits were received before the deadline, and Mayor Borno has signed the acceptance paperwork for this project. 4. $103,400 ARRA Energy Grant through COJ This funding for 2010 -2011 has been obligated to Atlantic Beach as part of a larger energy grant program. A Sub -Grant Agreement between the City of Jacksonville and the City of Atlantic Beach is awaiting the Mayor's signature. AGENDA ITEM # 8A NOVEMBER 8, 2010 5. $234,789 ARRA Energy Grant through the State Energy Program This funding request for 2010 -2011 was approved by the State, and a memorandum of understanding is being finalized by the State's legal department. This will include funding for energy audits, retrofits of HVAC systems, vehicle upgrades, recreation lighting at baseball fields, and solar hot water for the fire department. 6. $178,000 CDBG Disaster Grant This grant for 2010 -2011 will fund a sewer rehabilitation project in the Donner Community. A letter of understanding has been signed by the City Manager. 7. $50,000 COJ Funding for Beaches Veterans' Memorial Park We have received an executed agreement with the City of Jacksonville for the $50,000 for Beaches Veterans' Memorial Park. 8. Atlantic Beach has been advised of a $5,125 direct Justice Assistance Grant for 2010- 2011 for the Police Department, and the Police Department proposes using this funding for a video camera for the skate park. 9. $350,000 Pre Disaster Mitigation Grant for Police Building Upgrades This grant application has been submitted through the State for upgrading the new police building to withstand 150 MPH winds and to provide emergency electrical power. After the State review, it will be forwarded to FEMA. The preliminary concept was approved at the local level. There is currently no feedback from the State or from FEMA as to whether or not this will be funded. 10. $32,275.95 Residual Funding from 2010 Justice Assistance Grant A $263,000 Justice Assistance Grant was awarded to Atlantic Beach last year to retain the police COPS officers and the Community Redevelopment Director position. At the end of the fiscal year, there was a residual of $32,275.95 that had not been spent. The Police Department made a request to the State for approval to use this money to pay the Community Redevelopment Coordinator position from January 2011 -April 2001, and this was approved by the State on October 25, 2010. 11. $48,000 and $28,000 Urban Area Strategic Initiative Grants The purpose of these grants is to complete the build -out of a mobile command vehicle for use by Atlantic Beach, and as directed throughout the region. The first $48,000 for the project was awarded several years ago, and the additional $28,000 was awarded within the past few months. AGENDA ITEM # 8A NOVEMBER 8, 2010 12. $282,000 Hazard Mitigation Grant for Salt Air Sewer Rehabilitation This project is nearing completion. There are still several manhole rehabilitations to finish, and the project will be completed. 13. Community Development Block Grant (CDBG) The funding for 2010 -2011 is approximately $112,000. Residual funding ($18,938) from 2009 -2010 is being rolled into 2010 -2011, too. The projects for the current fiscal year include sod, irrigation, security lighting, and paved parking at the Donner Community Center. RECOMMENDATIONS: None.
