Commissioners. MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JANUARY 25th, 1960 AT 8 P.M. Present: Wm. S. Howell J.B. Claiborne Preben Johansen Chas. R. Moore W. Laney Whitehurst, Commissioners and Frank Thompson, City Attorney J.F. Waggoner, Jr. , City Manager Adele S . Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr. Howell. Minutes of the meeting of January lith, 1960 were approved as written upon motion of Mr. Moore, seconded by Dr. Whitehurst and carried. Brigadier Emil Miller discussed at length with the Commission the matter of Atlantic Beach ' s participation in the expenses of the program of the USA-SA at the Beaches. The physical location of the work is at Jacksonville Beach as that was the only location they could find to accomodate it, but it serves all the Beaches. Dr. Whitehurst questioned whether we can legally obligate tax funds for this program, stating that he personally is in favor of the work done by the USO-SA for the service personnel. Mr. Moore feels the same and thinks we should let the people decide the issue. Mr. Johansen does not feel that we should ask the people to decide the issue, as the Commission had been elected by the people to take care of the business of the City and we should decide what is best for the majority and act accordingly. Brig. Miller advised that there will be a Council made up of representative citizens plus a commissioner or councilman from each of the Beach areas. There was considerable more discussion, whereupon Mr. Claiborne presented Resolution #60-i to transfer S500.00 from the Unallocated Fund to the Mayor ' s Fund to be given to the USO-SA for their program at the Beaches, and moved its adoption. The motion was seconded by Mr. Johansen and having been duly considered the Mayor put the question thereon and the call vote was Aye: Claiborne, Johansen, Howell Nay: Moore, Whitehurst Whereupon the Mayor declared said motion carried and said Resolu- tion adopted. Copy of Resolution #60-$ attached to these minutes, and made a part thereof. Minutes 1-25-60, Page 42 The Mayor recognized visitors present and called for any business from the floor. There was none. Mr. Waggoner reported that he had talked to Dr. Morgan of the Duval County Health Department relative to dogs, and Dr. Morgan advises that they only have 3 dog catchers in the entire county, 2 of which handle rabied dogs and only 1 for ordinary run of dogs. He advised that if we could catch the dogs and impound them, that they would pick them up when notified. There was a lengthy discussion It was suggested that we have our police officers appointed as assistant dog catchers by the County, and if we have to pick up the dogs we will carry on from there. There were various plans suggested, but it was decided to first find out if our officers can be appointed as assistant dog catchers. It was announced that the Commission will meet with the Florida Development Commission planning department on February 15th, 1960 at 8 P.M. in the City Hall to discuss the preparation of a master plan for the City. The City Manager presented a suggestion from Mr. Harcourt Bull,Jr. that we re-name Sherry Drive from Seminole Rd. north to be known as Selva Marina Drive, ; also, Saltair Blvd. from Atlantic Blvd. to the Plaza and Sherry Dr. from the Plaza to Seminole Rd. to be known as Seminole Rd. ; and 16th St. from Seminole Rd. to the present Sherry Dr. to be known as Country Club Lane. The matter was discussed and it was agreed that it might eliminate some of the confusion in the locations where these streets meet if the changes were made as suggested. The City Manager was directed to have an Ordinance ready by next meeting for consideration. A letter was read from Christ Methodist Church thanking the City for the use of the City Hall for some of their meetings. Mr. Waggoner reported on the progress of the Atlantic Beach Villa sub-division and requested permission to have the engineer draw the plans and specifications to cover the water and sewer services to this sub-division. The matter was discussed and upon motion of Mr. Johansen, seconded by Mr. Claiborne and carried approval was given for the City Manager to instruct Mr. Parks to proceed with these plans and specifications. Estimate #9 of the Joe Reinertson of Jacksonville was presented. The City Manager advised that the Engineer has not had time to check all details of this estimate, but that the work has been completed and Mr. Parks recommends that we pay $20, 000.00 of this final estimate of $25, 132. 48 , leaving the difference to be paid when the Engineer can finally check it out. The matter was � .y Minutes 1-25-60, Page #3 discussed following which Dr. Whitehurst moved that $20,000.00 be paid on this Estimate #9 at this time, seconded by Mr. Moore and carried. A bill was presented from the Shore and Beach Preservation Assn. to cover membership dues for 1960, and it was decided not to con- tinue at this time. Mr. Howell advised that it was time for our annual appropriation to the Beaches Civil Defense of $200.00. It was discussed following which Dr. Whitehurst moved that $200.00 be given the Beaches Civil Defense to be taken from the Unallocated Fund, seconded by Mr. Johansen and carried. A letter was received from the Beach Bank requesting permission to reduce the amount of collateral with the Federal Reserve Bank covering our deposits to $100, 000.00. This amount will amply se- cure our present deposits with the Bank. Mr. Johansen moved that the Treasurer be authorized to sign the necessary papers on this, seconded by Dr. Whitehurst and carried. On the Sewer Service Connection Ordinance , Mr. Waggoner advised that he hoped to have same ready by the next meeting, if he can get to-gether with the City Attorney. Mr. Thompson advised that he would meet Mr. Waggoner on Saturday at 2 P.M. if agreeable and work up the Ordinances on finalizing the Sewer Assessment Roll, and the above. Mr. Johansen asked if we had anything governing the speed of wreckers going through the City, as he feels they should observe the same speed as other vehicles unless it is an extreme emergency. Grage, City C1 'k RESOLUTION NO. 60-3 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, THAT Five Hundred ($500.00) Dollars from the unallocated funds be and the sane is hereby transferred to account No. 210, Mayor 's Fund, in the 1960 Budget, for the U.
