MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, JULY 25TH, 1960 AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
Minutes of the meeting of July 11th, 1960 were approved as written
upon motion of Mr. Johansen, seconded by Mr. Claiborne and carried.
Ordinance #90-60-8 Amending Zoning Ordinance #90-59-3 was next
considered for final passage action on same having been deferred
from last meeting. Mr. Howell read the Ordinance in full and it was
further discussed. Mr. Johansen moved that Lots 25 through 45,
Section "H" and the 2-100 foot parcels lying on the East side
of Mayport Road between Atlantic Villa Sub-division and the
Atlantic Gardens Apartment site be deleted from Ordinance 90-60-8
and that said Ordinance thus amended be adopted on second and final
reading, seconded by Mr. Moore and carried.
Mr. Howell next presented in writing an Ordinance Amending Zoning
Ordinance #90-59-3 by re-zoning Lots 25 through 45, Section "H"
and the 2 100 foot parcels lying on the east side of Mayport Rd.
between Atlantic Villa Sub-division and the Atlantic Gardens Apart-
ments from Business "B" to Business "A". Having been duly consid-
ered, Dr. Whitehurst moved that the said Ordinance be adopted on
first reading, seconded by Mr. Johansen and carried. August 22nd,
1960 was set as the date for public hearing on said Ordinance.
A request was received from Mr. Alvin D. James for the City to
furnish him water to his property which is Lot 7 , Block 4, Ocean
Grove Unit #1. This property is located outside the City Limits
and a water line will have to be run to it. The matter was dis-
cussed and Mr. Moore moved that he be furnished water if he meets
the requirements for serving outside the city users, seconded by
Mr. Johansen and the vote was

Whereupon the Mayor declared said motion carried. He is to pay

the cost of extending the water main to his property from our
line, and also the connection fee, The usual outside city water
rate to be charged quarterly.
Mr. Waggoner presented final Estimate from Joe Reinertson of Jack-
sonville on the water distribution extension as covered by Engin-
eers project #15-60 and advised that it has been approved by
the Engineer, Mr. Parks, and he therefore recommends that it be
paid in the amount of $2, 175.00. Dr. Whitehurst moved that this
Estimate be paid, seconded by Mr. Moore and carried.
Mr. Waggoner next presented Estimate #1 from Joe Reinertson of
Jacksonville on Lift Station "E " and Force Main as covered by
Engoneer 's project #30-60 and advised that our Engineer, Mr. Poke
has approved same, and he therefore recommends that it be paid.
Mr. Moore moved that said Estimate #1 be paid, seconded by Dr.
Whitehurst and carried.
Mr. Waggoner presented a bill from Mr. Walter J. Parks, Jr. ,
Engineer covering professional services in connection with the
Sewer Extension to Atlantic Gardens same being based on the esti-
mated cost of said project. Mr. Moore moved that this bill in the
amount of $632.72 be paid, seconded by Dr. Whitehurst and carried.
Mr. Waggoner advised that he had just this afternoon received the
corrected and amended plans covering water, sewer, paving and
drainage for the Royal Palms Sub-division from their Engineer.
He has not .had time to study them, but would request that since
he is leaving on his vacation, that the Commission approve the
plans subject to Mr. Parks " OK. It was discussed and Mr. Johansen
moved that the plans be approved subject to approval by our Engin-
eer, Mr. Parks, seconded by Dr. Whitehurst and carried.
It was the consensus of opinion that a letter be sent to all who
have not connected to the Sewer System that August 22nd, 1960 is
the deadline for connecting to same, as set up in Ordinance
#80-60-4.
Mr. Moore moved that the Semi-annual audit report of June 30th,
1960 covering Water Utility Funds be accepted, seconded by Mr.
Claiborne and carried.
Mr. Moore suggested that a letter be sent the Duval County Board
of Public Instruction notifying them of our expected population
growth. It was the consensus of opinion that it should be done.
Mr. Claiborne is going to look into the matter of airconditioning
the City Hall and get some figures by next meeting.

There being no further business the Mayor declared the meeting
adjourned.
