04-17-59 v MINUTES OF THE SPECIAL MEETIING OF THE ATLANTIC BEACH CITY COM- MISSION HELD AT THE CITY HALL ON FRIDAY, APRIL 17TH, 1959 AT 8 P.M. Present: Wm. S. Howell Chas . R. Moore Hugh Roberts \'l.Laney \Ihutehurst, Commissioners and J.F. Waggoner, • Jr. , City Manager Adele S. Grage, City Cleric Absent: Preben Johansen, Commissioner Frank Thompson, City Attorney The meeting was called to order by the Mayor-Commissioner, Mr. Howell. Presbyterian Mr. Roberts advised that the Community/Church was quite upset over their Sewer Assessment and felt that it was high. There was a lengthy discussion of the matter in which it was brought out that if there was any concession made due to it being church prop- erty then all the other chu5ch properties in the City would have to have like consideration. Mr. Waggoner advised that he did not take the average width of the lots on the Sherry Drive side and that that might make a slight reduction in the assessment.. It was felt by the Commissioners that the front footage of the lots bene- fitted should be used for assessment, even though sone of the lots are in the rear of the others . There was no action taken on this. There was a discussinn of using the average width of lots for making the assessments and after a discussiion Dr. Whitehurst moved that in view of the difference in shape of a number of lots in the City, some lots will measure 50 ft. across the front and 60 ft. across the back while other may measure 60 ft. across the front and 50 ft. across the back, therefore it is considered fair to all concerned to take the average width' of the lot measured at the front and back for assessment purposes, seconded by Mr. Roberts and carried. The City Clerk was directed to see the City Att:,r- ney for a Resolution in line with said motion to amend Resolution 59-2 The bids on the City Manager' s car were next considered and upon Illation of Mr. Roberts , seconded by Dr. Whitehurst and carried approval was given to accept the bid of Brooks-Plymouth, Inc . and to purchase a Plymouth for 1798.35 , which was the low bid.
