MINUTES OF THE REGULAR FETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY APRIL 27TH, 1959
AT 8 P.M.

The meeting was called to order by the Mayor—Commissioner,
Mr. Howell.
Upon motion of Mr. Johansen, seconded by Mr. Roberts and carried
the minutes of the regular meeting of April 13th, 1959 were ap+
proved as written.
Upon motion of Mr. Roberts, seconded by Mr. Johansen and carried
the minutes of the special meeting of April 15th, 1959 were ap—
proved as written.
Upon motion of Mr. Johansen, seconded by Mr. Roberts and carried
the minutes of the special meeting of April 17th, 1959 were ap—
proved as written.
Mr. Howell recognized visitors present and called for any business
from the floor.
Brigadier Emil Miller of the United Service Organization, Inc.
advised that they are planning to provide recreational programs
and facilities within Duval County for Armed Forces personnel,
a part of which will be in the Beaches area, preferably Jackson—
ville Beach and that they would like the support of the Beaches
in this endeavor. He presented a proposed permissive .adt 'thith
they would like for".At4.antic Beach to get passed by the Legisla—
ture now in session. ' This act would only empower the City to
make such a donation, but it would not be mandatory, however they
would like to be included in the next budget, if the bill passes
in the Legislature. The matter was discussed and upon motion
of Mr. Johansen, seconded by Mr. Roberts and carried it was re—
ferred to t'_ie ' City Attorney to put in correct form and that he
forward to Mr. Westberry with the proper letter advising that we
pose no objection to its passage.
Mr. Theadore Glocker spoke on behalf of several others present
regarding the Special Sewer Assessment against the property of

tae Community Presbyterian Church. They feel that it is excessive
and that some adjustment should be made. There was a discussion
of the matter in which it was brought out that the assessment was
arrived at strictly on the basis of the front footage of the actual
lots as platted, whereas the church feels that it is one piece of
ground and should only be assessed on ern the one side. It was
decided that Mr. Clocker would see Mr. Thompson, City Attorney
and get his opinion on the matter.
Bids for a new garbage truck were opened as follows:

Mr. Johansen moved, seconded by Mr. Roberts and carried that the
above bids be tabulated for study and referred to a committee
consisting of Messrs. Howell, Waggoner, and Roberts for study
and purchase of new truck in line with the lowest and best bid.
A bill was presented from Elmore-Naughton covering 1/3 of the
insurance premium on the Auxiliary Police. Chief Russell advised
that we do use some of the Auxiliary Police, and it was brought
out that we have participated in this premium payment for a
couple of years . Motion was made by Mr. Johansen, seconded by
Mr. Roberts and carried that we pay our pro-rata share of this
premium in amount of 033.33.
Messrs . R:C. Dix, Tom Ellis, Justin Montgomery and Louis B.
Letellier, Jr. appeared before the Commission to discuss water
and sewer utilities for their proposed apartment project on
Mayport Road. ' The questions of cost, scope, conditional sales
agreement, etc . were discussed at length and it was decided to
refer the matter to Mr. Justin Montgomery, the attorney for the
developers and Mr. "Frank Thompson, our City Attorney for study
and recommendation. _
Mr. Howell recognized members of the Garden Circles present.
The report of the Chief of Police for January, February and March
1959 was received and filed.
