COMMISSION HELD AT THE CITY HALL ON MONDAY, AUGUST 31ST, 1959
AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
The City Clerk recommended the following as officials for the
Special Referendum Election of September 14th, 1959:
Mrs. Charlotte Gorman, Atlantic Beach, -Clerk
Mrs. R.P. Permenter, 1st Territorial Area-Inspector
Mrs. C.L. MacDowell, 2nd Territorial Area-Inspector
Alternates:
Mrs. Margaret Goodling, Atlantic Beach
Mrs. Ellen Claiborne, Atlantic Beach
Mr. Moore moved that the recommendation be accepted and that
the above be appointed as Officials for the Special Referendum
Election of September 14th, 1959, seconded by Mr. Johansen and
carried.
Mr. Waggoner advised that he has received requests for permits
to build residences on two lots located on the north side of
Sturdivant St. which is in Business "A" Zone which prohibits any
residential use on the ground or first floor except where such
use is incident to the permitted business use. In one instance
one person owns the lots going thru from Atlantic Boulevard to
Sturdivant St. , but in the other there are separate owners for
the Atlantic Blvd. lots and the Sturdivant St lots, so Mr. Wag-
goner thought that perhaps the Commission would like to refer
this matter to the Zoning Committee to see if they would like to
change the ruling on those Sturdivant St. lots lying west of
Pine St. since this part of Sturdivant St. has nothing but resi-
dents on it. The matter was discussed and upon motion of Mr.
ffioore, seconded by Mr. Roberts the matter was referred to the
Zoning Committee for study and recommendation. The vote was

Whereupon the Mayor declared the motion carried. Mr. Johansen
advised that he voted "nay" as he did not think the matter
warranted consideration.
Mr. Waggoner requested the wishes of the Commission as to policy
in replacing old flagstone sidealks which had to be torn up to
lay the sewer lines. Shall we abandon them or replace with con-
crete sidewalks. He believes it would be better to do away with
the old flagstone walks until such a time as the program included
concrete ones. The discussion was lengthy and covered streets,
sidewalks, treebelts, etc. During the discussion of upkeep of
treebelts, etc. it was suggested that the Garden Circles in the
City and all interested parties be invited to a meeting with the
Commission to discuss a program to start a campaign to keep the
City clean, etc. It was also suggested that it might be better
to first have a meeting with representatives of the Garden Cir-
cles and the Committee from the Commission to work out a plan
first which could be presented to a public meeting. Whereupon
Mr. Moore moved that a meeting be arranged for September 22nd
if possible with a Committee from the Garden Circles and the
Commission Committee to work out a plan and then have a joint
meeting with all interested parties with a definite plan to pro
pose. The motion was seconded by Mr. Johansen and carried.
The matter of sidewalks was again discussed and it was agreed
after lengthy discussion that the City should have a long range
plan for the streets as to paving, curbing and guttering, and
sidewalks. Mr. Moore moved that this matter be held in abeyance
until such a time as such a plan can be started, and that the
property owners be advised as to why their sidewalk is not being
replaced. The motion was seconded by Mr. Roberts and carried.
Upon motion of Mr. Moore, seconded by Mr. Roberts and carried,
Certificates of Convenience and Necessity were approved for the
following as of September 1, 1959:
Beach Yellow Cab Co.
R.M. Altman Trucking Co.
Morris Transit Service.
Chief of Police Russell advised that his son, Edward L. Russell
has resigned from the Police Department to take a job with City
of Neptune Beach and he would like to ask that he be given sever-
ance pay for a vacation that he did not take at one time. The
resignation was effective September 1, 1959. Upon motion of Mr.
Moore, seconded by Mr. Johansen and carried approval was given
to pay Eddie for the 2 weeks earned vacation.

There being no further business the meeting was declared
adjourned by Mayor Howell at 9: 35 P.M.
