MINUTES OP THE MEETING OP THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MOIIDr.Y, OCTOBER 26TH, 1959 AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr, Howell.
Minutes of the meeting of October 12th, 1959 were approved as
written upon notion of Mr. Moore, seconded by Mr. Roberts and
carried.
The Mayor recognized visitors present and called for any busi-
ness from the floor. Mr, R.W. Fowler of R.U. Fowler and Asso-
ciates, Inc. of Jacksonville Beach presented a letter to the
Commission requesting that Block 242, Section "H" be re-zoned
from Residence "D" to Business "B" to permit the bonbtruction
of a building to be used to store the various supplies which
they handle such as: plastie pipe, fittings, valves and other
related industrial supplies. The matter was discussed favorably
and Mr. Moore aado 'notion that we take whatever steps were nee-
essary to rezone this Block to Business "B" , seconded by Mr.
Johansen and carried, It was decided to have theiOrdinance
covering this matter ready for adoption cn first reading by
to-morrow night, October 27th.
A note of thanks was read from the Yucca Garden Circle for
the co-operation which the Commission has given the Garden
Club' s Civic Committee to improve the City's appearance.
Mr. Waggoner advised that the Reeves Pence Co. was the low
bidder on the yard fence, and• that he has negotiated with them
and by leaving out the gates , ' and the City building them; they
have reduced their price to $1,520.00. The budget has 31,000.
to cover the fence and he requested the Commission to approve
the transfer of 3520. from -the unallocated fund to the fence
account in the 1959 Budget, It was agreed to include in Res-
olution #59-20 covering Transfer of Funds.
Mr. Waggoner presented Estimate #7 from Joe Reinertson of Jack-
sonville on the Sewage Collection Facilities and advised that
it has been approved by the Engineer and Inspector and he re-
commends that it be paid. Dr,:Whitehurst moved that Estimate
-#7 be paid from the Sewer Fund, seconded by Mr. Roberts and
carried.

` Mr. Waggoner reported that the work on the Sewer Collection.
Facilities is finished except for about 150 feet in Saltair,
the remaining laterals in Selva Marina Unit #1 , and cleaning up.
Estimate #2 from McMullen Construction Co . in amount of 31,323.00
on Lift Station "D" was presented for payment. Mr. Waggoner
advised that it has been approved by the Engineer- and Inspector
and he, therefore recommends that it be paid. Mr. Roberts
moved that this Estimate be paid from the Selva Marina Sewer
Fund, seconded by Hr. Moore and carried.
Mayor Howell presented an Ordinance in writing levying and
imposing upon all insurers of casualty risks an excise or li-
cense tax of l of the gross amount of receipts of all premiums
from casualty insurance policies insuring property within the
municipal limits of the City for the purpose of creating a
Special Fund known as "Police Officers' Retirement Fund" . There
was a discussion following which Mr. Moore moved the adoption
of this Ordinance on first' reading, seconded by Dr. Whitehurst
and carried. November 9th, 1959 was set as date for Public Hear-
ing of this Ordinance .
Mayor Howell next presented an Ordinance in writing levying and
imposing upon all insurers of fire and tornado loss and damage
an excise or license tax of 1% of the gross amount of receipts
of all premiums collected on fire and tornado insurance policies
insuring property within the municipal limits of the City for the
purpose of creating a Special Fund known as the "Firemen' s Re-
lief and Pension Fund" . There was a discussion following which
Mr. ' Johansen moved the adoption of said Ordinance on first• read-
ing, seconded by Dr. Whitehurst and carried. November 9th, 1959
was set as date of Public Hearin.g on said Ordinance.
Dr. Whitehurst presented Resolution ;;` 59-20 covering the trans-
fer of Funds in the 1959 ' Budget and moved its adoption, seconded
by Hr. Moore and c_rried. Copy of saidResolution is attached
to these minutes and made a part thereof.
Mr. Johansen •reser_ ;ed Resolution ;;'59-21 directing the City Clerk
to burn the Utility Revenue Bonds and coupons which have been
redeemed to - date and moved its adoption, seconded by Iir. Moore
and carried. Copy of said Resolution '59-21 is att-ched to these
minutes and made a part thereof.
There being no further business the Mayor declared the meeting

BE IT RESOYWZD BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA THAT
The following transfers by race in the 1959 Budget;
1. Transfer $2000.00 from the Unallocated Fund
to Account No. 202, All Insurance.
2. Transfer $400.00 from the Unallocated Fund
to Account Noe 203, Office Supplies & Expense.
3. Transfer $150.00 from Account No. 230
Miscellaneous to Account No. 207, Office Utilities.
4. Transfer $520.00 from Unallocated Fund to
Account No, 1012 Yard Fence.
Passed by the City Commission on October 26 , 1959.

RESOLUTION NO. 59-21
WHEREAS, the City has redeemed 10-34% Utility Revenue
Bonds in amount of $10, 000.00, said bonds bearing
maturity dates of 1958 and 1959, and
WHEREAS, the City has redeemed Utility Revenue Bond
interest coupons which have become due to date,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
