11-17-59 v MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON TUESDAY, NOVEMBER 17TH, 1959 AT 8 P.M. Present: Wm. S. Howell Preben Johansen Chas. R. Moore Hugh Roberts, Commissioners and Frank Thompson, City Attorney J. F. Waggoner, Jr. , City Manager Adele S. Grage, City Clerk The meeting was called to order by the Mayor, Mr. Howell. The Mayor recognized visitors present and called for business from the floor. There was none. The Commission went into session for Public Hearing as advertised on Zoning Ordinance #90-59-5 covering re-zoning of Block 242, Section "H" from Residence "D" to Business "B". Copy of certified Proof of Publication is attached to these minutes and made a part thereof. Mayor Howell presented and caused to be read in full Ordinance #90-•59-5, No one appearing against the Ordinance and having been duly considered Mr. Johansen moved its adoption on second and final reading, seconded by Mr. Moore and the vote was Aye: Johansen, Moore, Roberts, Howell Nay: None Absent: Whitehurst Whereupon the Mayor declared said motion carried and said Ordi- nance adopted on second and final reading. Mr. Waggoner would like permission to have Mr. Walter Parks start drawing up the plans for sewer lines in the Donner sub-division, as he recommends that we do this work in 1960. It is planned to use the money that is coming in now to do this work and assess the property owners at the cost of the job. The matter was dis- cussed and it was agreed that it was important to get sewers to this area as soon as possible. After further discussion Mr. Johansen moved that we have Mr. Parks go ahead with the plans and specifications on this Donner Section, seconded by Mr. Moore and carried. Minutes 11-17-59 Page #2 The Auditor has suggested that we set up a Payroll Account in the Bank with a system of keeping payroll records that should save us considerable time in office, this account to be dispersed with one signature and re-imbursed as drawn out from proper fund. The matter was discussed and upon motion of Mr. Moore, seconded by Mr. Johansen and carried Resolution #59-22 was adopted setting up the Payroll Account in Beach Bank in line with recommendations of City Auditor. Copy of said Resolution #59-22 is attached to these minutes and made a part thereof. Mr. Harcourt Bull protested the spot zoning as indicated in above action, as it is bad legal philosophy. He was not opposed to the re-zoning of this property but thinks the entire section along Levy Road should have been re-zoned and not just one spot. There was considerable discussion. MOORE W. LANEY WHITEHURST An account be opened at the Beach Bank to be designated FRANK THOMPSON ("Payroll Account" and that, CITY ATTORNEY Each payroll period there shall be transferred from J. F. WAGGONER. JR. II CITY MANAGER the General Fund Account of said City into the Payroll Account'( funds in the amount of the gross payroll for ADELE S. GRAGE each such period, and be it further resolved that, CITY CLERK TREASURER The funds in said Payroll Account shall be disbursed J. L. RUSSELL upon checks signed by Adele S.
