Jr.r city Manager Adele So Gragefl City Clerk The meeting was called to order by the Mayor-Commiss .once, Mr. Howell. Minutes of the meeting of June 23rd, 1958 were approved as written upon motion of Mrs Moore, seconded by Mr. Marvin. Minutes of the meeting of. June 26th, 1958 were approved as written upon motion of Mr. J Unsen, seconded by Piro Moore. Minutes of the meeting of July 1st, 1958 were approved as written upon motion of Mr. Moores seconded by Mro Johansen. The 'Mayor recognized visitors and called for any business from the floor. Mrs Russell advised that he would like to go to the Police Officer os Convention in West Palm Beach on July 21, 22 and 23. It was the consensus of opinion that he should go, therefore upon motion of Mr. eoberts.., seceded by Mr. Moore approval was given for Mr. Russell to go to the convention with expenses paid by the City. A letter was presented fro,,,. Mro oJ. Singleton, Sr. requesting permission to operate a trailer perk on Mayport Road between Wo First and WO Second Sts. The present Zoning Ordinance does not allow trailers anywhere in the Cita and since the new Zoning Ordinance is . 1mos 4, completed this matter was referred to the Zoning Committee upon motion of Mro Johansen, seconded by Mr, Roberts. The Committee was tenueeted to make recommen- dation to the Commissions A letter was presented from John. W. McCain inquiring as to getting permission to 'build a triplex on Lots 5 & 6, Block 17 which property lies just across 7th treet from the City h ll, Lao he would like to know if he could build a garage with snail apartment over the garage with poesibl y a room on the end or a small personal office on the Powell property which -s Lots 1 & 3, Plock 8. There was a disoussion and upon motion of Mr. Mares ,n, seconded by Hr, Moore this was referred t;; the Zoning Committee for recommendations ? nate$ 7'►n.1.l',-j8, Page #2 A bill was presented from Mr. Walter J. Parks, Engineer in the amount of $11,602.71 covering engineering services. rendered in the preparation of detailed plans and specifica-. tion, for Sewage Pumping and Treatment Facilities. This amount is 5.3% of contracts awarded ($218,919000. There was a discussion as to whether a percentage should be held back until the project is completed and as a copy of the Engineer's contract was not available at this moment, Mr. Marvin moved that the bill, be paid according to the contract, holding back 15% if possible. The motion was seconded by Mro Roberts and carried° The Treasurer was directed to be governed by the engineer's contract when paying this bill. • A .bill was presented from Pierce Garrison, Wulbern, Financial Advisory Servicer, Inca for Fiscal Agenfar fee for $4,200.00 $14.,OQ per $1,000.00 On $300,000. Sewer Bonds . Upon motion of Mr. Marvin, Seconded by Mro Moore approval was given for the payment of this bill. A 10 foot alley easment with the right of ingress and egress was presented from the City of Jacksonville on the east 10 feat of Lot 7, Block 1 Atlantic Beach, and a similar oaa faam atlantic each VOlding Company on the N 10 feet of Lots 6 and 8, Block 1 Atlantic Beach° Upon motion of Mro Moore, seconded by Mr, Narvin these easments were accepted and given to the City Attorney for recording. Mr. Waggoner presented a tabulation of bids received from various oil companies*for tank installations and prices on gas, oil, and lubricants° The matter was discussed and .it was brought outhat on the approximate 15,005 galanof gasoline which we will use there would only be a savings of about $750..00 which would not cover the extra expense of handling and it would cost the city money o After further discussion Mro, Moore moved that we get proposals from the local retail dealers on gas, oil, lubricants, tires, parts and services. The motion was seconded by fir. Marvin and carried. Mr. Waggoner is to contact those service station, in Atlantic Beach for their bids and report back to the Commission. Upon motion of Mro Moore, seconded by Mr. Marvin the City Manager was instructed to hire a resident inspector for the Sewer Work and he is to be paid prom the Sewer Fundy at rate of $60. per week. Mr, Howell presented the Fire Department report for the month- of Junes 1958. Mr. Howell advised that Insurance Policies were soon due and he was appointing the following committee to study this matter and report back to the City Commissions D.B. Watts, Chairman R.R.
