MINUTES OF THE REGULAR R AEE'TING OF TS3 ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON MONDAY, MAY 13TH, 1957 AT 8 P.M.

The meeting was called to order by the President, Mr. Minchew.
Minutes of the regular meeting of April 22, 1957 were approved
as written upon motion of Mr. Howell, Seconded by Mr. Carr.
Minutes of the adjourned meeting of May 7th, 1957 were approved
as written upon motion of Mro Carr, seconded by Mr. Weiss.
The President recognized visitors present and called for any
business from the floor. Mrs. Kenneth Brooke and Miss Eugenie
Courreges were present and requested the Council to approve
their purchasing a one-half year license to opeTB4e a Day School
Camp at Mrs. Brooke 's home on Beach Ave. just for the months of
June, July and August only. After discussion and upon motion of
Mr. arr , seconded by Mr. Howell approval was given to sell the
ladies q 1/2 year license for the operation of their Day School
during the summer months.
Mr. Harry L. Morris, Sr, advised the Council that he would like to
give bus service locally to the residents of Atlantic Beach, running
his little bus on an hourly schedule ( which he submitted) going
down Atlantic Boulevard to Mayport Rd, thence out Mayport Rd. to
the Naval Base, then back Mayport Rd. to Atlantic Blvd. running east
on Atlantic Boulevard to Sherry Dr. then north on Sherry Dr. and
Seminole Rd. to 16th St., thence south on Ocean Blvd. to the start-
ing point on Atlantic Blvd. His charge would be 100 to Mayport Rd. ,
150 to Donner sub-division and 350 to the Naval Base. There was a
discussion of this service and the fact that we need such a local
service, Mr. Howell moved that the Council accept Mr. Morris ' sug-
gested schedule, route and rates for his 'in city's bus line, which
motion was seconded by Mr. Carr and carried.
Mr. Howell presented and caused .to be read Ordinance No. 204 covering
Garbage Collection Fees and regulations° This Ordinance having been
read Mr. Howell moved that said Ordinance be passed on third and
final reading striking out the word"tax/° and/or "annual tax's in 4
places in Section 4, and filling in t0$25.00" and t430 days` in Sec-
tion 7, which motion was seconded by Mr. Carr. Said motion having
been duly considered the President put the question thereon and the
call vote was:

Nay: None
Whereupon the President declared said motion carried and said Ordi4
nance adopted on third and final reading.
Mr. Minchew presented Ordinance No, 205 providing for the roping of
the Beach to 16th St. for third and final reading. The Ordinance
having been read Mr. Carr moved that said Ordinance be adopted on
• third and final reading, which motion was seconded by Mr. Weiss.
Said motion having been duly considered the President put the ques-
tion thereon and the vote was:
Aye : Carr, Howell, Wardrep, Weiss, Minchew
Nay: None
Whereupon the President declared said motio0 carried and said Ordi-.
nance adopted on third and final reading.

Mr. Harcourt Bull reported that all but one of the property
owners on the north side of Cgurch Road have agreed to give
the right-of.way for widening the road, but Louise George
feels she should be paid for hers. He hopes to have a report
by the next meeting on this.
Mr. Howell presented a map showing ownerships of that section
being considered for a park area with suggestions as to stages
and areas that might be acquired. There was considerable discussion
and it was decided before taking any steps further on the pro.
ject we will need to know definitely whether the East Duval, County
Mosquito Control District will do the necessary dredging in this
area for us. The Committee will contact the EOD.C.M.C. Chairman
and see what can be done by them, in the meantime the Council
will further study this matter.
Mr. Waggoner reported that the Hunnicutt & Associates plan to
start their work on re-appraisal about the 20th of May.
Letters were read from the Neptune Baptist Church relative to
restrictions on publications cards, etc4,and from Van's Sunoco
aE+ � o on securing some of the Town's business. These were
discussed but no action taken.
The Treasurer's report for the month of April, 1957 was presented
and upon motion of Mr.Carr, seconded by Mr. Howell was approved.
Current bills were studied and upon motion of Mr. Weiss, seconded
by Carr were approved for payment in amount of $2,508.83.
The Town Manager's report was received and filed.
Mr. Waggoner advised that a magazine soliciting team had applied
for a permit to sell magazines in the Town and he would like the
Council's instructions on this matter. It was brought out in the
discussion that we have just recently had considerable diff culty
with a group selling magazines and it has been the Town's policy
for years not to allow this type of solliciting. It was decided
to set up regulations and restrictions on this type of business,
requiring necessary license and specific identification. Therefore
upon motion of Mr. Howell, seconded by Mr. Carr an Ordinance
regulating house to house solicitations was adopted by Title Only
on first reading, Upon motion of Mr. Howell, seconded by Mro Carr
it was adopted on second reading.
A verbal report was made by the Town Marshall.
The Fire Chief's report was received and filed,
Mr. Weiss suggested that the Town Manager pull out the itinerant
or scattered piling from the Beach as it is hazardous. It was
agreed but permission must be secured from the owners who had them
put in. The Mayor will contact the property owners and get their
permission and advise Mr. Waggoner.
It was reported that the shed or structure on the east end of the
Ramos Bldg. is in a very hazardous condition from both a fire and
health and well being standpoint and that something needs to be
done about it. It was decided that Mr. Waggoner write the owners
a letter calling their attention to this condition requesting them
to remedy same, and advising them if not done, then it will be neces-
sary for the Town to condemn same.
Upon motion of Mr. Carr the meeting adj rued from da to day at
10:05 P.M.
