S, Howell ; Jro '.Representing this Council, at meeting with Neptune Beach Council at this time0 The meeting was called to order by the President, Mr. Minchew and immediately went into session for Public Hearing relative to amending Zoning Ordinance #50 which amendment makes provision for all unzoned areas in the Town to be zoned. Certificate of Publication covering the notice of this Public Hearing is at- tached hereto and made a part of these minutes° No one appeared against this amendment, and Mr. Harcourt Bull expressed his approval of the amendment. The Council then adjourned into regular session at which time action will be taken on this matter. The Council convened into regular session and upon motion of !fir Wardrep , seconded by Mro Weiss the minutes of the :cegula}: meet , ing of August 26th 1957 were approved as written., Mr. Minchew presented Ordinance # 206 being an Ordinance Amending Zoning Ordinance #50 by providing that all unzoned areas in the Town be zoned, for third and final reading. The Oz'di,nance having been read, Aro Carr moved that. said Ordinance be adopted on third and final zeadings which motion was seconded by Mr, Wardrep. Said motion haring been duly considered the President put the question thereon and the vote was: Ayes Carr Wardrep, Weiss, Minchew Absents Howell, Whereupon the President declared said motion carried and said Ordinance #206 adopted en Third and Final reading Mro Waggoner advised _''jat he had contacted several fiscal agents but had only heard from two. Mr,. Allen Ewing advised that he felt he could sell up to a�350 0000 worth of bonds at approximately 5% and his fee of 3%. Nr George Cgrrison of Pierce, Garrison & Wulbern advised that he could sell $2501000. worth 5 to 5*% with a fee of 2% with the same proposal that he presented on the Waterworks Bonds guarenteeing to sell. There was a discussion of this and the Sewerage plans in general and Mr© Waggoner advised that he and Mr. Walter Parks had visited the State Board of Health offices and talked to them about building the plant. Mr° Parks expects to have the preliminary plans on the plant ready by the next Council meeting. Upon motion of s'. Carni seconded by Nee Weiss approval was given to ask Mr. Carrs een to submit a proposal as Fiscal Agent on the Sewerage Project for a maximum amount of $275,000. It was agreed by the Council to accept the Neptune Beach Sewerage Contract with changes as stated by Mr. Howell by telephone. 41/ Mr. Wardrep presented an Oddinance by Title only levying and assess ing sewer charges to those properties served by the Neptune Beach sewerage System and providing methods of imposing and collecting same on first reading. Said motion was seconded by Mr. Weiss and carried. Upon mthtion of Mr. Wardrep it was presented on second reading, seconded by Mr. Weiss and carried. )r . s of 9-9-.i] PEgo Mr. Don Fox of the Minnesota Mutual Life Insurance Coe presented to the Council Mr. Chas. W. Hackney who is Reg:Wel Group Manager for the company, Mr. Hackney discussed with the Council Retire- ment plans for Town employees. The Council requested Mr. Hackney to prepare complete proposals for all employees with the Town over 2 years and one leaving out the older employees who would be pro- vided for on other than a retirement policy. Upon motion of Mr. Weisst seconded by Mr. Carr the Treaswer's report was approved as presontedo • The current bills were studied and upon motion of Mr o Weiss , seconded by Mr. Carr were approved for payment in the amount of General Fund $1975.10 Utilities Fund $337.38. The Town Manager's report for August was received and filed. The Town Marshall gave a verbal report. Upon motion of Mx. Weisst seconded by Mr. Wardrep the following bill covering monthly installment on group insurance premium was approved for payment, Minnesota Mutual Life Insurance Co. $62.32 Upon motion of Mr, Carr the meeting adjourned from day to day at 10 P.M, 1/11AWLette.L.
