01-24-56 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, JANUARY 24TH, 1956 AT 8 P.M.

The meeting was called to order by the President, i-Ir . Minchew.
Bids were opened on the new Fire Station and upon motion of Nir.
Feather, seconded by Mr. Adams they were received and tabulated
for study as follows :

Mr. Waggoner reporthd that he had asked three concerns to give
him prices or propositions on tearing down the incinerator, but
only one had done so. Mr. Sam Lippman had quoted as follows :
that he world tear down the incinerator for the steel in it and
we pay $179.00. Mr. Waggoner requested Council permission to
have Mr. Lippman do the work. There was considerable discussion
and Mr. Thames suggested that dynamite be used and Town Labor in
slack times do the work. It was brought out that the slack times
were very short and not much work of that type could be accomplished.
Mr. Waggoner advised that he was not afraid to use the dynamite,
but due to the closeness of the new Water Plant he would not use
it without written directions from the Council. Mr. Minchew stated
that he was not in favor of using dynamite that close to the plant,
but Mr. Adams felt that it could be used without any damage as he
has used it often. Mr. Feather moved that we receive the bid from
Mr. Lippman and thank him and that the matter betaken under advise-
ment for decision later. This was seconded by Mr. Thames and
carried.
Mr. Waggoner suggested that we instigate some form of installment
payment for the Donner sub-division owners who want to get water
under the new system as it is a hardship for them to pay the cut-in
charge and minimum rental for the year at one time. He thinks that
if we do this we will get quite a number of users out there . It was
suggested that they could pay $5.00 down and $5.00 per month until
the amount was paid , and if they failed to make the payment by the 10th
of the month the waer would be cut off and the usual $2.00 cut-on
charge made to get it turned back on when payment is made. There was
discussion and upon motion of Mr. Feather, seconded by Mr. Adams the
Town Manager 's suggestion was accepted to instigate installment pay-
ment on water cut-in and minimum rental for Donner ' s sub-division or
any other on which it is a hardship, and approval was given for this
to be done.
Mr. Waggoner asked if we should notify the Underwriters about the
new water pressure when the waterworks gets into full operation. Mr.
Harcourt Bull suggested that we advise the Rate Bureau in Jacksonville
of the new pressure and completion of Waterworks , and also advise them
of the contract for the new fire engine and fire station and ask that
they make an inspection at their convenience. It was agreed that this
was the proper procedure .
4111 The tabulated bids on the Fire Station were considered next. The various
bids were studied and discuesed. Upon motion of Mr. Thames, seconded
by Mr. Adams Approval was given for a contract with Galbreath Construc-
tion Company subject to their furnishing a payment and performance
bond, a reasonably satisfactory completion date, and co-operation
with the Town Manager in changing grades at the lot. The Council
expressed thanks to the other gentlemen for their bids.
Upon motion of Mr. Feather the meeting adjourned from day to
day at 8 :50 P.M.
