MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, APRIL 3RD, 1956 AT 8 P.M.

The meeting was called to order by the President, Mr. Minchew.
The msin purpose of this meeting is to discuss a possible
sewerage system with Mr. Walter J. Parks , Consulting Engineer
of Jacksonville. Mr. Parks was asked to sit at the council
table .
Mr. Minchew read a letter proposal from Mr. Parks relative
to Engineering Services Re . Sanitary Sewerage Facilities for
the Town setting forth the customary steps in such procedures
and the fees as set up by the Florida Engineering Society.
It was brought out that the Sewerage Committee has had one
meeting with Mr. Parks , but the Council felt there might be
further questions they would like to discuss with him. He
feels that the growth of the community and other factors will be
weighed in financing such a project, but believes that General
Obligation Bonds are best , They are practically gilt-edged and
tax free . Revenue Bonds are harder to dispose of. He was
asked how close to the cost his estimate would be , and he advised
that it will be as close as possible to current bid prices and
conditions of sewer installation costs in similar areas. He has
done mostly sub-division and developer work in the last several
years . He advised that the fees to be received for the prepa-
ration of plans and specifications include those fees to be
received for preliminary work. Mr. Jerry Doughtie advised
that he knew Mr. Parks and would recommend him and his work
to the Council, and that as a property owner he was in favor of
the sewerage program. The Council thanked Mr. Parks for meeting
with them and advised that they would take up and carry on from
here, and would advise him of their decisions.
. There was a discussion of the traffic situation, especially
as regards the drag racing and speeding. The bad situation at
the corner of Plaza and Saltair and Sherry Dr. was also discussed.
It was brought out that from now on we will need two police cars
working on Sundays ,especially in the afternoons, thru the summer
months. Mr. Waggoner advised that his car was available for use by
the Police Department on Sundays .
Upon motion of Mr. Feather, the meeting adjourned from day to day
at 9:?0 P.M.
