COUNCIL HELD eT THE TOWN HALL ON TUESDAY, JULY 10TH, 1956 AT 8 P.M.

The meeting was called to order by the President, Mr. Minchew.
Minutes of the regular meeting of June 12th, 1956 were read and
upon motion of Mr. Carr, seconded by Mr. Wardrep were approved as
read.
Mr . Minchew recognized visitors present and called for any business
from the floor. Mr. T.W. Earsons, Jr. , owner of the Anchor Inn
property requested the Council to direct the Town Clerk to issue
him a beer license at the expiration of the suspension period on
Budd Lyman's license. The Council advised him to make application
to the Town Manager for this license and that the Tchwn Manager and
Mayor would approve this license for beer only C.O.P. after investi-
gation and would advise the Town Clerk.
The widening of Beach Ave. from first St. to Atlantic Blvd. was next
discussed. There has been no appraisal received from Mr. Hamilton,
and it is understood that he he out of Town at this time. A petition
was presented from property owners bordering on that part of Beach Ave.
requesting that it be widened and paved. The matter was referred to
the Streets and Highways Committee, Mr. Wardrep-Chairman, for study
and recommendation.
Mr. Carr introduced and caused to be read in full Ordinance No. 188
being an ordinance entitled " An Ordinance Regulating and Governing
Plumbing Construction, etc." and moved that all rules be suspended
and that said Ordinance be passed on third and final reading, which
motion was seconded by Mr. Wardrep. Said motion} being duly considered
the President put the question thereon and the motion was unanimously
carried. Whereupon the President declared said Ordinance No. 188
duly adopted on third and final reading.
Mr. Carr introduced and caused to be read in full Ordinance No. 189
being an Ordinance entitled " An Ordinance Governing Electrical Con-
struction, etc." and moved that all rules be suspended and that said
Ortinance be passed on third and final reading, which motion was
seconded by Mr. Feather. Said motion being duly considered the
President put the question thereon and the motion was unanimously
carried. Whereupon the President declared said Ordinance No. 189
duly adopted on third and final reading.
Mr. Minchew introduced and caused to be read in full Ordinance No.
190 being an Ordinance entitled " An Ordinance Prohibiting the sale,
Serving, dispensing or delivering of alcoholic beverages at any place
outside of the Building or Structure Occupied by the Vendor of such
beverages as his place of business" . There was a discussion in which
it was brought out that there was one drive-in window in operation at
one place of business on which there was no permit given for its installa-
tion, and a window at another place that is not in operation. Mr. Carr
movd that Ordinance No. 190 be referred to the Laws and Rules Committee
for further study and report at the next meeting. The motion was seconded
by Mr. Feather and the call vote was : Adams, Carr, leather, Wardrep : "aye" ;
Minchew-"Nay".
Mr. Carr introduced and caused to be read in full Ordinance No. 191
11, being an Ordinance entitled " An Ordinance repealing Ordinance ##147,etc"
and moved that all rules be suspended and that said Ordinance be passed
on third and final reading, which motion was seconded by Mr. Feather.
Said motion being duly considered the president put the question thereon
and the motion was unanimously carried. Whereupon the President declared
said Ordinance #191 duly adopted on third and final reading.
Mr. Feather introduced and caused to be read in full Ordinance No. 192
being an Ordinance entitled " An Oddinance Providing and Requiring
that all persons , firms and corporations doing construction work,
including repair work, in t 1e Town of Atlantic Beach, shall have and
maintain insurance against public liability and property damage, and
repealing Ordinance # 136 of said Town" and moved that all rules be
suspended and that said Ordinance be passed on third and final reading,
which motion was seconded by Mr. Carr. Said motion being duly consid-
ered the Eresident put the question thereon and the motion was unani-
mously carried. Whereupon the President declared said Ordinance #192
duly adopted on third and final reading.
The matter of election officials was next considered and it was advised
that Mr. Bowden, Supervisor of Registration in Duval County, had re-
quested that we appoint officials who have had experience with the vot-
ing machines which the County have agreed to lend us for this election.
It has been determined that there are six ladies living in the Town
who have had experience with the voting machines, but one is going to
be out of Town at the time of the election. Mr. Feather moved and it
was seconded by Ar. Wardrep that the officials for the election be
appointed as follows :

Mrs. Zoe Moore , Inspector
Mrs. Leura B. hugart, Inspector
with Mrs.
Mrs. Charlotte Gorman and Mrs . J.B. Claiborne as
alternates.
and that the officials serving be paid x12.00 for the day. Said motion
being duly considered the President put the question thereon and the
motion was unanimously carried. Whereupon the President declared said
motion carried.
Mr. Waggoner reported that there is some trouble with the new valve
at the Waterworks and a factory inspector is due in to-morrow to repair
it.
The Insurance Inspector has not been in yet, but he is expected at
any time.
After hearing letters read from various users of carthodic electrodes
in water tanks, it was decided to table any action on this matter at
this time.
Mr. H.S. Thames has requested building permits on 6 houses to be
built on Francis Ave. in Ed . Smith sub-division. The County will not
approve septic tank permits, and rir. Waggoner requested direction from
the Council, since a Board of Adjusters has not yet been appointed.
Mr. Feather moved that the Council acting as a Board of Adjusters
direct the Town Manager to idsue permits for the 6 houses to be built
same type as the 3 just built, permits granted with roughed-in plumbing
and no septic tank, but sanitary privies . This motion was seconded
by Mr. Carr and after being duly considered the President put the
question thereon and the motion was unanimously carried. Whereupon the
President declared said motion carried.
The Fire Chief reported that there had been no fire calls, but they had
had three rescues and used the boat once.
The Treasurer 's report was presented and upon motion of Mr. Carr, sec-
onded by Mr. Wardrep was approved with balances as of June 30th, 1956 as
follows :

The Town Clerk advised that the final payment was made to the Flagler
Paving Co. (C.E. Merritt) jointly with the Palmer Machinery Co. in
amount of $1,292.66 on June 14th, 1956.
Mrs. Van Zile brought up thy: question of use of the two police marked
cars and advised that she did not think the Town Manager needed the car
or radio, and that the two cars should be given to the Police Department.
There was discussion on the matter but no action taken at this time.
Upon motion of Mr. Feather the meeting adjourned from day to day at
9 :50 P.M.
