10-22-56 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, OCTOBER 22ND, 1956 AT 8a15 P.M. Present, Marvin Carr Wm. S. Howell Robt. L. Wardrep, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.F. Waggoner, Jr., Town Manager Adele S. Grage, Town Clerk In the absence of the President and Vice-President of the Council, Mr. Carr was chosen to preside at this meeting. Whereupon Mr. Carr called the meeting to order. Minutes of the regular meeting of October 8th, 1956 were approved as written upon motion of Mr. Wardrep, seconded by Are Howell. Minutes of the Equalization Board and adjourned meeting of October 16th, 1956 were approved as written upon motion of Mr. Wardrep, seconded by Mr. Howell. Mr. Carr recognized visitors present. Mr. Freeman, chairman of the committee on the new charter advised that he would like to call a meeting of his committee for Tuesday evening, October 23rd, 1956 at his home. In this connection Mr. Wardrep advised that there would be considerable detail work, typing, etc. to be done9 also some minor expenses involved in getting the work of this committee accomplished. After discussion, Mr. Wardrep moved that Mr. Freeman be authorized to get a secretary to do the detail work for the com- mittee and that approval be given for any minor expenses covering incidentals . The motion was seconded by Mr. Howell and carried. Mr. Waggoner reported that Mr. Parks hopes to hams the Preliminary Report on sewerage ready by the November 12th meeting. He also ad- vised that he had heard from Mr. Charles Bennett, M.C. who states that he will be happy to help in any way possible on this project. Mr. Howell reported that he had contacted the office of Commissioner Kennedy of Jacksonville, but Ar. Kennedy has been out of the city, but is expected back today. Mr. Howell will make arrangements for a meeting with him as early as possible. There was no report on Re-Zoning. Mr. Howell advised that he felt weimake a study of the kind of pipe to be used in connecting to the sewerage system - fiber, terra-cotta, or cast iron - either one or all. More information wilbe brought to the Council for study at next meeting. Mr. J.M. McMillan, 55 sherry Drive has requested that he be allowed to plant shrubs and plants on his lot to be used in connection with his procession of landscape architecture. He will not sell the plants, etc, but will only use in connection with his work, It was the opinion of the Council that if he obtains his license as a land- scape architect that he be permitted to have his plants and shrubs on his lot adjacent to his home but under no conditions is he to sell them from his place as this is a residential zone. He is to use them only in connection with his landscape work. Upon motion of Mr. Howell, seconded by Mr. Wardrep the following Resolution #56-15 was adopted: BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, FLORIDA, That Ordinance No. 183 covering the Budget for the year 1956 be amended by adding $150. to Account #223 covering the Mayor° s r'und, same to cover $50. each to Fletcher Band Parents Association, Fletcher P.TA. and Atlantic Neptune PTA for assistance in welfare work Upon motion of .
