11-13-56 v F _ L'w m4 i�ZINUTES OF THE REGULAR MEETING OF THE 4 LANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDA: 7 NOVEMBER 13TH, 1956 AT 8 P14. PRESENT: Norman Minchew Glover Weiss Marvin Carr Wm° S. Howell Robt. L. Wardrep, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.F. Waggoner, Jr., Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr° Minchew0 Minutes of the regular meeting of October 22, 1956 were approved as written upon motion of Mr° Howell, seconded by Mr. Wardrep. Mr. Waggoner advised that C.P. Kirkland T/A Buccaneer Club has applied for a liquor license for use at the Grieg Corner House location on Mayport Road. He has checked on the references given by Mr. Kirkland, and found they reported Mr. Kirkland to be OK. The State Beverage Department advises that he has been OK'd by the F.B.I. The Mayor and A4r° Waggoner advise that the investiga- tion indicates that Mr. Kirkland 's application is in line for approval and action by the Council° It was brought out that this license comes under the special provision for restaurants with specific seating capacity. Upon motion of Mr. Carr, seconded by Mr. Wardrep approval was given for a liquor license to be issued to C.P. Kirkland T/14_ Buccaneer ClAb subject to approval of such license by the State Beverage Director° Mr, Walter Parks, Engineer on Prelminary Sewerage Plans discussed at length with the Council the work they have done so far on the plans, giving details of the conditions found on their ground survey of the old sewer lines. (1) They could not find some of the pipe as shown on tnc old plans. (2) From personal knowledge and investigation they have found that some of the manhole covers have been removed for pavement and the manholes cannot be located without using some type of "finder" and then ionly if there was some metal involved. (3) The sewer pipe itself is clay and seemingly in good condition- but the trouble is in the joints which are very poor and sand has sifted through and plugged up the pipe. Impossible to tell what the costiould be to clean out the pipe and make usable° (4) Grades from macthole to manhole not uniform or consistent. He, therefore thinks should forget the old sewer system as cost to check and fix for use would not be worth it. Might be possible to use some of old manholes, but doubts feasibility due to other utilities and Health Department requirements. Their plans cover for the most part the sections of the Town now serviced by the Water system° He advised of 3 possible locations of the plant site and advised that he was not prepared to give his opinion on the best site at present but it would be in his complete report which he plans to have ready for the Council meeting of November 26th, 1956. There was no report on zoning study by Mr. Simons nor on clearance of vacant lots° It wasieported that the City of Jacksonville is making a survey of the electrical system in the Town° Mr. Waggoner presented a list of those doing business in the Town who have not secured their 1956-57 licenses which were due July 1, 1956 It was the consensus of opinion that the Town Manager write a letter giving them until the 1st of December, 1956 to pay the license, then if not paid to follow the penalties as set up in the License Ordinance° The Town Manager reported that he had attended a meeting with the City Manager of Jacksonville Beach, U.S. Engineers, Civil Defense personnel, etc. for a discussion oseawall damage and beach con- ditions. It was decided that there would only be one regular meeting of the Town Council in December and that will be on December 10, 1956 ML.S.T.Aates of 11-13, 1956 Page#2 The Treasurer's report for the month of October, 1956 was presented and upon motion of Mr. Wardrep, seconded by Mr. Carr was approved. Current bills in the amount of $2,273.72 were studied and upon motion of Mr. Weiss, seconded by Mr9 Wardrep were approved for payment as listed and filed0 Mr. Waggoner advised that the representative from Builders- Providence Inc. was. here over the week-end and converted the meter at the plant to range of 2.5 MGD and he therefore recommend- ed that the 2 invoices from this company in amount of $207.36 be paid and that this amount be deducted from the amount due on final payment to Smith and Gillespie, Engineers. Upon motion of Mr. Wardrep, seconded by Mr. Carr approval was given to pay the Builders- Providence Inc, 8207.36 and Smith-Gillespie, Engineers 8857.44 less the $207.36 or a net of 8650008. Also a letter to go to Smith & Gillespie, Engineers advising this was &neea in line with our letter to them of May, 1956 and sending them a copy of the invoices from Builders-Provience, Inc. Upon motion of Mr. Weiss seconded by Mr. Dowell approval was given to payment of partial estimate of R.S. Thames on Town Hall remodel- ing contract m estimate in amount of $ 2,3000O00 The Town tanager's report was received and filed. The Fire Chief reported that they had made 6 runs, used the resus- citator twice, and the rescue squad answered 3 cals. The turkey shoot netted appro ,mately 07000 Mr. Weiss advised that he felt the Council should take under con- sideration having the Mayor as an ex-officio member of all Council committees. Mr. Howell advised that the Fire Department with its own labor and funds would like to put 4 second story over the Engine boom at the Fire Station. It was suggested that he get plans and more definite information on what will be done. Mr. Wardrep advised that the Fire Department would like to take over the Recreational work for the Town and would like for the Council to give this suggestion some consideration0 Upon motion of Mr. Wardrep the meeting adjourned from day to day.
