HELD AT THE TOWN HALL ON TUESDAY, MARCH 29th, 1955 AT $ P.M.

The meeting was called to order by the President , Mr. Minchew.
Mr. Minchew recognized visitors present and called for any business
from the floor. Manuel Chao presented plans to build a bungalow
for M.A. Hagist on Lot 2 Park Terrace which lot is 57' x $8-' , and
asked that approval be given to build the house 19' from the rear
1.otline rather than the 24' apparently required. There was discus-
sion of the matter, and it was referred to the Town Attorney who
studied the Zoning ordinance and the various angles pertinent to
this particular situation. Therefore upon motion of Mr. Thames,
seconded by Mr. Adams approval was given for permit to be granted
for building in accordance with plans as submitted, this being in
line with Mr. Thompson' s interpretation on front and rear lot set
backs in this particular instant.
Upon motion of Mr. Adams, seconded by Mr. Carr the following bills
were studied and approvedfor payment:

An Ordinance entitled " An Ordinance to Forbid and Punish any
Act Within the Town Limits of the Town of Atlantic Beach, Which
Shall Be Recoghized by the Laws of Florida as. a Misdemeanor"
was presented and upon motion of Mr. Thames , seconded by Mr. Adams
it was passed by Title only on first reading. Upon motion of Mt.
Thames, seconded by Mr. Adams it was passed on second reading.
Mr. Thompson requested the Council' s direction as to publishing
the court order which sets the hearing on our Bond validation
for April 26th, 1955 at 1 A.M. , as there is time now to put it in
any paper they decide upon. Had the hearing been scheduled for
an earlier date , then he would have had it published immediately
in Town to save time. Upon motion of Mr. Adams, seconded by Mr.
Feather, approval was given to publish the Court Order in the
Ocean Beach Reporter for 3 consecutive weeks beginning with the
April 1st issue.
Mr. A.J. Birchall of Smith-Gillespie, Engineers was present and
discussed with the Council the matter of taking out of the main
plans that section of line running from the Bull Airport well
down 11th St. to Sherry Drive , south on Sherry Drive to 10th
St , and east on 10th St. to Ocean Blvd. The Town Manager to carry
it from that point to dsoignated place on Hotel Reservation.
Also included in this work will be a 41P pump and a temporary
pump house. He advised they could have the plans and specifica-
tions ready for this work by the end of this week, and bids could
be received at the next regular council meeting on April 12th.
There was considerable discussion of this project , and upon motion
of Mr. Adams, seconded by Mr. Thames the following Resolution
was adopted:
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That
The section of water line be withdrawn from the general plans
as indicated and that bids be taken on 500 gal. per minute pump
with 25 HP motor and water lines from the Bull Airport well to
10th Street and Ocean Boulevard, castiron pipe to be used, and that
Said Bids be received by the Town Council at $ P.M. on April 12th,
1955 and the low bid, if best, be awarded.

Mr. Birchall, advised that he would have copy of invitation for
bids ready for us by Friday so it could be advertised. Upon
motion of Mr. Adams, seconded by Mr. Carr the Town Clerk was
directed to put the advertisement for bids in the Florida Times
Union.
Mr. Birchall also advised that they would have the papers ready on
the balance of the Waterworks project by the next regular Council
meeting. Bids can be received at the May 10th Council meeting.
Bids for new police car were opened and net prices are tabulated
as follows:

There was a discussion and uponmotion of Mr. Adams, seconded by
Mr. Carr it was decided to buy a 1955 police intercepter custom-
line with heater, spot-light , and vent shades from Lynch-Davidson
Motors, Inc . , other accessories to be bought locally.
Mr. Brotchie advised that the flagpole is in pretty bad condition,
and he can repair it by putting some new pipe in the rusted out
section, The Council directed him to make the necessary repairs.
Mr. Brotchie reported that Mr. Penman was disturbed over a property
owner in Section "H" making a junk yard out of his place. It was
brought out that that part of Section "H" is in the unrestricted
district and there is nothing the Town can do about it except to
send the party a bill for license for running a junk yard.
Mr. Birchall advised that a site 200' x 300' will be a large enough
area for the proposed water plant. Mr. Harcourt Bull suggested that
Mr. Dick Hamilton, Town Taxassessor be requested to appraise the
site and that that be the price. This suggestion was agreeable to
the Council.
Upon motion of Mr. Adams the meeting adjourned from day to day at
9: 30 P.M.
