TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, MAY 10TH, 1955

The meeting was called to order by the President, Mr. Minchew.
Minutes of the regular monthly meeting of April 12, 1955 were
read and upon motion of Mr. Feather, seconded by Mr. Carr were
approved.
Minutes of the adjourned meeting and hearing of May 3rd, 1955
were read, and upon motion of Mr. Carr, seconded by Mr. Feather
were approved as read.
Bids on the Waterworks Project, as received by the Town Clerk,
were opened and read by Mr. A.J. Birchall of Smith & Gillespie,
Engineers. Mr. Feather moved that the bids be accepted as filed
and referred to the Engineer for tabulation and report back to
tt}e Council as soon as possible. The motion was seconded by
Mr. Adams and carried.
The Treasurer 's report was presented and upon motion of Mr. Adams,
seconded by Mr. Thames was approved with the following balances :
General Fund 4-30-55 $24,887.83
Cigarette Tax "' 4-30-55 14, 568.87
Mr. Gillespie of Smith & Gillespie , Engineers filed 15 original
bids with the Town Clerk and he took the copies of them for
tabulation and study. The original bids with bonds were referred
to the Town Attorney who examined them and advised that the Bonds
were in order. Next Tuesday, May 17th, 1)55 at the Town Hall at
8 P.M. was set as time to receive report from the Engineers on
the bids.
Mr. Adams advised that we should get some permanent pilings put
on the Beach and close it to traffic as our Ordinance provides.
He would suggest palmetto pilings with reflectors on each one.
There was a full discussion of the matter and the Town Manager
is to figure the number of poles needed for the project and also
get prices on same by the meeting next Tuesday May 17th. It
was suggested that we use palmetto logs approximately 16 to 18 feet
in length.
A letter was read from Mr. Hairston, 882 Ocean Blvd. complaining
about the condition and nuisance caused by a number of dogs enclosed
in a small pen on lot adjoining his property at the rear. There
was a discussion of the matter and it was referred to the Mayor
for investigation.
The matter of street paving was next discussed and Mr. Thames
proposed that 13th, 14th and 15th Streets between Ocean Blvd.
and East Coast Drive be included in the 1955 paving program.
Mr. Carr suggested that Ahern St. between Ocean Blvd. and East
110 Coast Drive be included also. There was discussion and Mr. Carr
moved that 13th, 14th, 15th and Ahern Streets between Ocean Blvd.
and East Coast rive be checked for including in paving and that
the property owners be contacted. This was seconded by Mr. Adams
and carried.
Certified copy of proof of publication of "Invitation to Bid" on
above Waterworks Project is attached to these minutes and made a
part thereof.
The bills were studied and upon motion of Mr. Adams, seconded
by Mr. Carr the following were approved for payment :

The finishing of the paving job on 10th and 11th Streets was dis-
`uussed and Mr. Brotchie advised that Mr. Merritt, Flagler Paving
had told him he would be on the job some 10 days or 2 weeks ago,
tut has done nothing to date. Mr. Feather moved that Mr. Merritt
of the Flagler Paving Co. be put on notice that within 10 days they
are to resume work and complete it within 14 additional days, other-
wise the contract will be terminated and the work re-let for comple-
tion, and that they will be held responsible for alb damages sus-
tained by the Town by reason of their failure to perform contract.
The motion was seconded by Mr. Adams and carried.
Mr. Minchew asked for suggestions for members of Planning Board,
no action taken.
• The matter of wells was discussed, but no action taken. •
Mr. earr reported that he had contacted the Community Presbyterian
Church regarding the sidewalk on Sherry Drive and they advised that
they were not interested at this time due to the building pregram
they have under way, and also it would interfer with their parking
facilities.

It was brought out that our license Ordinance needs revising,
and that the new license year starts July 1st, so Mr. Minchew
referred the matter to the Finance and Taxation Committee to
confer with Mr. Thompson and have a new Ordinance ready for
passage by July 1st.
The Town Manager reported on the progress of the work being done
on the Emergency waterworks project.
On motion of Mr. Thames the meeting adjourned from day to day
at 9:45 P.M.

MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, MAY 10TH, 1955 AT 10:15 P.M.
The Town Council reconvened in adjourned session with all members
present to consider the patter of illumination of various places
of business . After due consideration Mr. Adams proposed that an
Ordinance be passed by Title only on 1st reading regulating the
illumination in bars, dance halls, and places of amusements .
It was seconded by Mr. Feather and carried. Mr. Carr moved it
be passed on 2nd reading, seconded by Mr. Adams and carried,

at 10:25 P.M.
