COUNCIL HELD AT THE TOWN HALL ON TUESDAY, MAY 17TH, 1955 AT
8 P.M.

The meeting was called to order by the President, Mr. Minchew.
A.J. Birchall of the firm of Smith & Gillespie , Engineers ,
presented to the Council the tabulation of bids,on the Water-
works project, which were received May 10th, 1955. He also
presented a letter listing the bids and recommending that
contract beaawarded to Southeastern Contracting Co. of Birming-
ham, Alabama, for Parts "A" and "C" and Whitmire Tank Co. for
Part "B" as the lowest and best bids in each case. The letter
dated May 16th, 1955 received from Smith & Gillespie , Engineers
listing the bids and making the riacommendations is attached
hereto and made a part of these minutes.

The matter was discussed at length. One point of discussion
was the fire hydrant to be used, and Mr. Brotchie advised that
he recommended the Mathews Hydrantwhich is the hydrant we are
presently using. It was brought out that the low bidder did
not include the Mathews Hydrant but one that cost approximately
$23. less. On recommendation of the Engineer the matter was
referred to a Council Committee to study and recommend. Mr.
Thompson advised that he had talked to the Fiscal Agent, Mr.
Carrison and they fell it would be best not to award a con-
tract until the bonds are sold which should be within the
next two to three weeks. It was moved by Mr. Thames that we
return all bid bonds except these of the three low bidders , and
that they be held in abeyance waiting for the sale of the bonds.
The motion was seconded by Mr. Adams and carried.
An Appraisal was received from Mr. Richard Hamilton of the
proposed Water Plant Site , advising that in his opinion
the subject parcel has a air Market Value of $665.00. The
tract of land lying west of the incinerator site has 200 ' frontage
on 11th St. and is 290' deep, and contains 1.33 acres. Mr. Adams
moved that the appraisal price of $665. be accepted as the buying
price for this tract of land. The motion was seconded by Mr.
Thames and carried. Mr. Harcourt Bull , who was present, was
given a copy of the appraisal.
Mr. Thompson advised that the fiscal agent would like to have
figures on any additional costs to be included in the Bond Issue
other than the contracts bid upon, in order that they might
arrive at the amount of bonds to be issued. The Town Clerk and
Engineers are to send any information they have to the fiscal
agent at once, and the Council decided to meet next Tuesday night, •
May 24th to go over the figures with the fiscal agent, in order r
that the bonds may be advertised and bids received as soon as
possible.
The organizing of the Atlantic Beach Fire Department was discussed
and upon motion of Mr. Adams, Seconded by Mr. Thames an Ordinance
entitled : " An Ordinance Providing for the Establishing of a
Fire Department of the Town of Atlantic Beach to be known as the
Atlantic Beach Fire Deptartment, the Object of Which Shall Be
Prevention of and Extinguishing of Fires and Protection of Life
and Property Within the Limits of the Town of Atlantic Beach;
Providing for qualifications for Membership ; and Duties and
Organization of the Officers and Members Thereof" was passed on
first reading. Upon motion of Mr. Thames , seconded by Mr. Adams
it was passed on second reading.
The Town Clerk was directed to write a letter to the southeastern
Contracting Company, as requested by their representve, stating
that they were low bidders but the Town was not awariVEontract on
this project until the Bonds were sold.
Upon motion of Mr. Thames the meeting adjourned from day to day
at 8:55 P.M.

The Smith-Sweger Construction Company bid for Port "A" anite
the well and is qualified to the extent that they will not accept Part
"A" without Part "C". The apparent low bide for Parts "A" and "C" are
as follows:
