06-21-55 v r 1 MINUTES OF THE ADJOU-REED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JUNE 21ST, 1955 AT 8 P.M. Present: Norman Minchew Marvin Carr E. Gerry Adams L.J."Jack" Feather R.S. Thames, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.D. Brotchie , Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Minchew. Bids on our Utility Revenue Bonds were received and opened with the tabulation as follows : Pierce , Carrison, Wulbern Inc. $255,000. plus premium $30.00 and interest rates of 1958 thru 1965- 3i% and 1966 thru 1985-30 Barcus,Kindred & Co. joint bid with Atwill & Co. $255,000. plus premium of $11.00 and interest rates from 1958 thru 1976 - 3.9% and 1977 thru 1985 - 3.8% After full consideration of the bids Councilman Feather introduced the following Resolution # 55-8 which was read in full, and moved it's adoption: RESOLUT ION - NO. 55-$ WHEREAS, the Town Council of the Town of Atlantic Beach, Florida, has met on June 21, 1955 at $ o' clock P. M. to open and consider all bids submitted for X255,000.00 Utility Revenue Bonds, and WHEREAS, the following bids were submitted: NAME AMOUNT OF BID INTEREST RATE Barcus,Kindred & Co. ) p255,011 Bonds maturing 195£3 thru 1976 inc. 3 .9% Atwill & Co. ) Bonds maturing 1977 thru 19$5 inc. 3 .8% Pierce, Garrison, Bonds maturing 1956 thru 1965 inc. Wulbern, Inc. 255.030 Bonds maturing 1966 thru 19$5 inc. 32 and it appearing to the Town Council after due consideration that the bid of Pierce, Carrison, Wulbern, Inc. of Jacksonville, Florida in the amount of :; 255 ,030 and accrued interest for the 4255,000.00 Utility Revenue Bonds bearing interest as follows: Bonds maturing 195$ thru 1965 inclusive - 3% Bonds maturing 1966 thru 19$5 inclusive - 32% is the highest and best bid received. • NOW THEREFORE, BE IT RESOLVED by the Town Council of the Town of Atlantic Beach, Florida, that: Section 1: The said Utility Revenue Bonds be awarded to Pierce, Carrison, Wulbern, Inc. at the bid of ;255,030 and accrued interest for said certificates bearing interest as follows: Bonds maturing 1958 thru 1965 inclusive - 3;i6/0 Bonds maturing 1966 thru 1985 inclusive - 32% Fierce , Uarrlson, wulcern Inc. 4p ,),uuv. plus premium 4p,w.vv and interest rates of 1958 thru 1965- 3i% and 1966 thru 1985-30 Barcus,Kindred & Co. joint bid with Atwill & Co. $255,000. plus premium of $11.00 and interest rates from 1958 • thru 1976 - 3.9% and 1977 thru 1985 - 3.8% After full consideration of the bids Councilman Feather intDoduced the following Resolution # 55-8 which was read in full, and moved tt's adoption: RESOLUT ION - NO. 55-8 WHEREAS, the Town Council of the Town of Atlantic Beach, Florida, has met on June 21, 1955 at 8 o' clock P. NOW THEREFORE, BE IT RESOLVED by the Town Council of the Town of Atlantic Beach, Florida, that: Section 1: The said Utility Revenue Bonds be awarded to Pierce, Garrison, Wulbern, Inc. at the bid of w255,030 and accrued interest for said certificates bearing interest as follows: Bonds maturing 1958 thru 1965 inclusive - 3 % Bonds maturing 1966 thru 1985 inclusive - 3z% Section 2: The said Utility Revenue Bonds shall be delivered to the successful bidder on or before July 21, 1955 at the Atlantic National Bank of Jacksonville, Jacksonville, Florida. Section 3: This Resolution shall take effect immediately upon passage. I \ Said motion to adopt said Resolution was seconded byLlouncilman Carr. Said motion having been duly considered, the President put the question thereon, and the roll being called the vote was as follows: Aye : Adams , Carr Feather, Thames, Minchew Nay: None Whereupon the President declared the said motion duly carried aria the said Resolution # 55-8 duly passed. The Town Clerk was directed to furnish copy of Resolution to the Bond Attorneys, Batterson, Freeman, Richardson & Watson, Jacksonville and to execute the contracts with the contractors Southeastern Contracting oto. and Whitmire Tank Co. on forms furnished them by the Engineers, and to advise that we expect the work to begin as quoted. Aso , send telegram and letter to unsuccessful bidder on bonds with our thanks for their interest. Upon motion of Mr. Carr, seconded by Mr. Thames action on the liquor license for Crawford Brown was deferred until Thursday, June 23rd at 8 P.M. pending receipt of further information. Mr. Brotchie presented a letter stating the outstanding accouhts against Flagler Paving Co. , Mr. C.E. Merritt. There was a discussion, and upon motion of Mr. Feather, seconded by Mr. Thames approval was given to waive the basis of payment as to the 45 day clause and pay 2/3 's pf the contract at this time the amount of the bills presented to be paid by joint check to Flagler Paving Co. and the accounts as named, the remaining 1/3 of contract to be paid in line with terms thereof. Mr. Thames introduced and caused to be read in full an Ordinance #174 entitled "AN ORDINANCE Providing for the payment of license fees and fixing the amount of such license fees to be paid by persons, firms , corporations and associations to engage in or manage any business , profession, or occupation in the Town of Atlan- tic Beach, Florida : Etc." and moved that all rules be suspended and that said Ordinance be passed on third and final reading, which motion was seconded by Mr. Adams. Said motiom having been duly considered, the President put the question thereon and the vote was as f ollo2s : Aye : Adams, Carr, Feather, Thames, Minchew Nay: None Whereupon the President dellared motion carried and Ordinance passed. Mr. Brotchie presented to the Council his resignation as Town Manager to be effective as of July 1st, 1955. Mr. Thames moved that the resignation be accepted as submitted and that he be paid for 60 days from July 1st in lieu of vacation as a termination gesture. The motion was seconded by Mr. Adams and carried. Mr. Brotchie advised Council that our cut-in charges on water were below the cost of meter and installation and suggested that they be amended in line with present costs. It was discussed and upon motion of Mr. Adams, seconded by Mr. Feather an Ordinance to amend cut-in charges was passed on first reading by title only. Upon motion of Mr. Feather, seconded by Mr. Carr it was passed on second reading. Upon motion of Mr. Thames the meeting adjourned from day to day at 9 P.M.
