07-12-55 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN
COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JULY 12th, 1955 AT 8 P.M.

The meeting was called to order by the President, Mr. Minchew
who called for the reading of minvtes.
Minutes of the regular monthly meeting of June ll+th, 1955 were
read and upon motion of Mr. Carr, seconded by Mr. Feather were
approved as read.
Minutes of the adjourned meeting of June 21st, 1955 were read
and upon motion of Mr. Feather, seconded by Mr. Carrwwere approved
as read.
Minutes of the adjourned meeting of June 23rd, 1955 were read and
upon motion of Mr. Carr, seconded by Ir. Feather were approved
as read.
Mr. Minchew recognized visitors present and called for any business
from the floor. Mr. George Pritchard suggested that a loud speaker
system of sone kind be installed as it was very hard for those
present to hear and understand the council proceedings. It was
suggested that the Councilmen speak louder, and that the Council
table would be re-arranged to see if that would help.
Mr. Thames presented Ordinance No. 176 entitled"An Ordinance
creating a Department to be known as the Atlantic Beach Fire
Department, and providing for its organization; which was read in
full and moved it's adoption on third and final reading. The motion
to adopt was seconded by Mr. Carr and carried. The penalty for
violation as covered by Section VI , Article 1 was set as not
exceeding $50.00 or by imprisonment not exceeding 30 days, or both
such fine and imprisonment.
Mr. Thames presented Ordinance No. 177 entitled " An Ordinance
Fixing the Minimum Volumn of Light to be Maintained and Requiring
same to be Maintained upn the Premises of each Vendor Licensed to
Sell Alcoholic Beverages etc", which was read in full,and moved
its adoption on third and finalieading. Section 2 is to show a
fine not exceeding $100.00 or Imprisonment not exceeding 30 days.
The motion was seconded by Mr. Adams and carried. The ordinance
provides that not less than 5-foot candles of light be provided
and maintained in all parts of premises, and there was a discussion
of the light meters to be used? and the mayor was authorized to
secure 2 light meters of identical and correct calibration to be
used in checking.
Upon motion of Mr. Adams, seconded by Mr. Carr approval was given to
change the order for an addressograph machine to an electrically
operated one instead of manual. The electrically operated machine
was quoted at price of $561.25.
A letter was read from Mr. C.E. Merritt, Flagler Paving Co. requesting
the Council to give him a promissory note covering the balance due
next June, 1956 on his street paving contract. It was brought out that
could we give him such a note it would have to specify t4at it was
subject to conditions of the contract, and it therefore would not be
of any use to him, The Town Clerk was directed to so advise Mr.
Merritt.
Upon motion of Mr. Adams, seconded by Mr. Feather approval was
given to the issuance of the ketail liquor license to Crawford
Brown T/A Brownie 's Buckaneer Lounge, on June 28th, 1955. His
application has been on file and under investigation for 2 weeks ,
with all references checked and reports were favorable. He has
met the required floor space and seating capacity requirements for
special license, and has been approved by the State Beverage
Department.
A bill from Joe Reinertson of Jacksonville covering 268 feet :of
6" pipe which he secured for the Town for us to continue the
emergency line from 10th street to the pool was presented for
payment. Upon motion of Mr. Carr, seconded by Mr. Feather approval
was given for payment of this bill from th6- Waterworks Construction
Fund when available.
The Treasurer 's .report was presented and upon motion of Mr. Thames ,
seconded by Mr. Adams was approved with the following balances as
of July 1, 1955:

The bills were next studied and upon mption of Mr. Adams ,, seconded
by Mr. Feather the following were approved for payment:

It was advised that Mr. H.A. Durden, suryeyor has located the drain
to be used in connection with the new water system plant,as overflow,
and has also set the stakes for the east boundary of the waterworks
plant site.
The question of the ditch on the Wilkerson property in Donner 's
sub-division was again brought up and Hr. Bullock is to investigate
as to location, usage , and whether the Town has any interest in
it or not.
Mr. Bullock reported that the drains had been installed at Ahern,
13th, 14th, and 15th Streets preparatory to the street paving.
He also advised that the Mosquito Control ditching will be ready
to go under Plaza by next Wednesday. Mr. Bull brought out the
fact that there will be a bad drop off on either side of the road.
The matter was discussed and it was decided to put up some form
of barricade or protection and it was turned over to the Town Man-
ager to see about.
Upon motion of Mr. Thames the meeting adjourned from day to day at
9 :30 P.M.
