MINUTES OF THE ADJOURNED MEETING OF THL ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY NOVEMBER 15, 1955 AT 8 P.M.

The meeting was called to order by the President, Mr. Minchew.
The Town Clerk read a letter from the Palmer Machinery Co.
advising that Mr. C.E. Merritt of the Flagler Paving Co. wanted
to assign to them the net balance due on his contract of
$1,292.66 to be paid on June 15, 1956. Upon motion of Mr. Thames ,
seconded by Mr. Carr the Town Clerk was directed to write them
that the Town has no objection to Mr. Merritt 's assigning to
them whatever payment is due dn_the contract, and that the amount
as specified in our letter of June 28th, 1955 is correct? but is
subject to any claim that the Town might have against this paving
when the payment becomes due June 15, 1956.
The question of having a septic tank ordinance and sanitary code
was discussed and the matter was referred to the Laws ana pules
Committee for study by them and the Town Attorney.
Mr. Harcourt Bull, acting as messenger for Col. Sydenham, turned
in further petitions on the closing hours of bars , etc.
The Fire Department was next discussed. Mr. Minchew advised that
from what he has learned and been told he feels that our Fire Depart-
ment is capable of handling our owm fires. Mr. Carr says he questions
the dependability of our 31 year old rolling equipment. Mr. Feather
advises that as soon as we have our equipment up to Neptune Beaches ,
he would like to see a committee formed to start planning on new
equipment for the department. The matter of fire insurance rates
was brought up and it was agreed that we should know what is needed
for a reduction in our fire rates. After further discussion and
upon motion of Mr. Feather, seconded by Mr. Carr the Town Manager was
directed to notify Jacksonville Beach Police Department that on
fire calls in Atlantic Beach to notify the Atlantic Beach Fire Depart-
ment first on 1 alarm fires and alert Neptune Beach, that a list of
4 or 5 people authorized to roll the Neptune Fire Dept. if needed
would be furnished (the list to include the Town Marshall and Town
Manager) , and that on larger fires both fire departments to be ordered
to roll at once , and he was directed to also advise Neptune Beach and
offer the services of our Fire Department.
It is believed that we can work with the Civil Defense in getting
a siren, and Mr. Feather is going to contact them and get more defi-
nite information.
Mr. Waggoner retoested permission to buy a diaphram pump and advised
that he has gotten several prices but believes the best price is
from Florida Equipment Co. for approximately $310. There was dis-
cussion and upon motion of Mr. Carr , seconded by Mr. Feather approval
was given for Mr. Waggoner to buy the pump.
Mr. Waggoner advised that he is writing Jacksonville Beach on the
land fill and will have further information by next meeting.
The matter of the condition of Levy Road was next discussed and it
• will take a tremendous amount of shell or river rock to repair the
road, and after further discussion and upon motion of Mr. Feather,
seconded by Mr. Carr approval was given for expenditure up to but not
over $500. on giving some releif to the Levy Road situation.
Mr. Harcourt Bull advised that he would like to see a bill
presented at the next Legislature to permit the County to
spend money within the Town Limits . It is to be put on the
agenda to be brought to the Council ' s attention at the proper
time to get a bill to the Legislature.
The petition on closing of bars was next discuessed. Mr. Feather
reported from his committee thatothey did not think we needed to
close all bard on Sunday or at any particular time , but on talking
to people he felt that their objection was to the condition that
exists at the Sandbar at the corner and that is what they want
corr6cted. He suggests that we declare the east side of Ocean
Blvd. from Atlantic Boulevard to Ahern St. as a "no parking" area,
and that we have a "30 minute" parking on the west side of that
block. The Committee talked to the managers of the Sandbar and
suggested that he might procure parking lot at the rear of his
place and clean it up and establish lights on the rear of his
building to sufficie:ztly light up the parking lot, and that all
rules be followed to the letter or will be prosecuted. He also
suggested that the Navy be asked to investigate the bar situation In
Atlantic Beach and if any bar does not meet requitements they will
be declared "off limits" and we will cooperate with the Navy in
their decision. He admits that the Sandbar 's geographical location
is an unfortunate place - gateway to the Town. He has written
other Town's for copies of their Ordinances governing the operation
of liquor places and he feels his committee is making progress.
Mr. Pritchard advised that he thinks neither this Council nor the
Mayor intend to do anything about the situation. iayor field rqquested
any instance or just one instance there the Mayor or the police in-
tentionally failed to co-operate or enforce the law. None cited.
Upon motion of Mr. Feather the meeting adjourned from day to day.
