TOWN COUNCIL HELD AT TIE TOWN HALL ON TUESDAY, JANUARY 12, 1954
AT 8 P.M.

The meeting was called to order by the President, Mr. Adams .
Minutes of the regular monthly meeting of December 8, 1953
were read and upon motion of Mr. Minchew, seconded by Mr.
Marvin were approved as read.
Mr. Brotchie reported that we are continueing work on the
sidewalks and are now working on the east side of Ocean
Blvd. He also advised that nothing has been heard further
from Russell & Axon, Engineers relative to Sewerage and
water, but that they had advised that it would take from 60
to 90 days to get the paper work completed.
Mr. Brotchie also brought out the matter of uncIllected
street paving assessments, and it was agreed that they should
not be allowed to go delinquent too long. The Town Clerk
will report on the exact amount outstanding at next Council
meeting.
There was also a discussion of delinauent taxes and the three
outstanding seawall construction accounts which are delinauent.
The Attorney is going to give us a letter on the Seawall Con-
struction accounts , and as soon as the April 1st delinquent
date comes on the 1953 taxes we will have the Attorney write
on the ones where needed for collection.
The matter of fire charges to Town of Neptune Beach was passed
to a later date for action.
A letter from the Beaches Health Council was read thanking
the Town for their co-operation and support which has been
shown in the past years.
The Treasurer 's r: port was approved upon motion of Mr. Marvin,
seconded by Mr . Thames with the following balances 12-31-53:
General Fund $16,002.38
Cigarette Tax Fund 1,921. 51
Mr. Brotchie advised that the Atlantic Beamh Garden Circle
is planning to improve the entrances to the Town on Atlantic
Blvd. starting with East Coast Drive corner. The Torn will
co-operate with them as much as possible .
The mattet of payment of Utility Tax by those companies
servicing the Town was discussed and the Council by unanimous
agreement advised that the Town Marshall be given the names
of those not making payments to the Town so that he can
stop deliveries by them pending receipt of the payments due.
Approval was given for the usual 410. ad in the Fletcher
High Annual, to be from the Mayor ' s Fund.
In connection with the Street Paving, it was brought out that
payment to Duval Engineering & Contracting Co. would be due
in February, and the Town Clerk was directed to make payment
in line with contract.
The Bills were next studied and upon motion of Mr. Thames,
seconded by Mr. Marvin the following were approved for
payment:
